RECOMMENDED ACTION:
Receive a presentation from Mary LeBlanc regarding a petition to build a dog park at Poinsettia Park.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item placed on a City
Council Agenda by submitting a request to the City Manager. Attached is a request from Mary LeBlanc
(Exhibit 1) requesting that the City Council receive a presentation relating a petition to build a dog park
at Poinsettia Park.

Pursuant to Section 15061 of the CEQA Guidelines, the activity is covered by the General Rule that CEQA

struggle to find places for
their dogs to exercise and
socialize.
"Dogs need a place to
play and be with other dogs,
and Carlsbad hasn't been a
good place for that," said lo-
cal real estate agent Mary
LeBlanc, who's spearhead-
ing the campaign. "There's
a lot of pent-up demand."

complex at Poinsettia Lane
and Alicante Road.
"Our two parks are
packed," said Councilman
Keith Blackburn, adding
that he supports the cam-
paign to add another in
Poinsettia Park. "Dogs can
roam free without worries
they'll scare kids."
Blackburn said dog parks
are also great opportuni-
ties for people to meet their

neighbors and socialize.
"I would bet there's proba-
bly been a few marriages that
started with people meeting
in a dog park," he said.
Chris Hazeltine, Carls-
bad's parks and recreation
director, said the city would
be open to adding a dog
park in Poinsettia. But he
said any future plans for the
park will be part of a master
plan, explaining that the city
hopes to create new master
plans for many of its parks
in coming months.
"There's a process we need
to go through," he said.
The popularity of dog
parks makes it likely one
will be included in Poinset-
tia's new master plan, Ha-
zeltine said.
"It would be no surprise
to me if an off-leash area
elevated to the top of the
priority list," he said.
Steven Aceti, executive
director of the California
Coastal Coalition and a
signer of the petition, said
a new dog park would prob-
ably reduce the amount of
dog poop on city streets.
He also said Poinsettia
would be a great spot be-
cause it's a 42-acre park.
The park has 10 lighted
tennis courts, three lighted
baseball fields, a basketball
court and a children's play
area, but he said there is
still lots of available space.
"It's the perfect place for a
dog park," he said.
Aceti said costs for the
city would be relatively low
because it already owns the
land.
LeBlanc said the city
would only need to pay for
a water fountain, benches,
a fence and plastic bag dis-
pensers with attached trash
receptacles for the bags.
"The cost would be nomi-
nal," she said.

POINSETTIA PARK DOG PARK
THE PETITION
This past February, I came before the City Council in open forum session to present a petition for a dog
park for the SW Quadrant of Carlsbad. That original petition included the signatures of 384 residents
from multiple communities such as Carlsbad Crest, Sea Cliff, Harbor Point, San Pacifico, The Bay
Collection, Cantamar, Bella Lago, The Cove, Mar Brisa, LakeShore Gardens, Greystone Cove, Saltaire,
Mariner's Point, Shorepointe, Seagate, and Seabright - to name a few.
Today we submit an additional 180 signatures from more area residents representing a total of 564
residents representing a conservative estimate of 800 dogs.
THE NEED
In our February presentation, we stated the two existing parks, the Ann D. L'Heureux and Alga Norte, do
not meet the needs of the SW Quadrant residents. We also cited The Parks & Rec Needs and
Assessment Action Plan conducted by PROS Consulting dated December 2013 which clearly stated the
need for at least one more dog park.
The February presentation caught the attention ofthe Union Tribune who ran an article by David Garrick
about our cause. In his article, David interviewed me. Councilman Keith Blackburn and Carlsbad's Parks
& Rec director, Chris Hazeltine. We all agreed there is a need and pent up demand for a dog park in the
SW Quadrant. This demand keeps growing. The word has since spread about our cause and people are
excited about the possibility of having a nearby location to bring their dogs to run off leash and socialize.
THE LOCATION
Poinsettia Park is the perfect location and a win win for all concerned. With its 42 acres, there is a lot of
room. The park already has 10 lighted tennis courts, 3 lighted baseball fields, several basketball courts, a
soccer field, and a children's play area. There are 2 parcels next to the parking area off Hidden Valley Rd.
that are ideal. One for the medium to large dogs and the second for the smaller dogs. Both are already
graded and barked with water lines in place. Many dog owners can walk to the park which is a benefit
for everyone. If people do drive, the two parcels are adjacent to the parking lot. This accommodates
Carlsbad's requirements not to have dogs walk through the other areas ofthe park.
THE FUNDS
The City of Carlsbad is poised to spend about $80.4 million for the 2014-2015 fiscal year on capital
improvement projects including enhanced parks. The money is in place. The land is in place. So let's
enhance Poinsettia Park!
THE QUESTIONS
We requested to be placed on the agenda to ask what it will take to make the dog park happen. Some of
our questions for you tonight are:
1. Can you explain the process?
2. Why the need for another study? What will the scope of the study be that is different from the
Pros Consulting Study of December 2013?
3. Is the study an in-house project or consultant contract study?
4. What happens after the study?
5. How long is the whole process?

On behalf of 384 residents of SW Carlsbad, I am presenting to you a signed petition forthe 'Poinsettia
Bark Park'. These signatures were gathered within the last month. Each of these 384 residents own at
least one dog. Some have more than one.
The SW Quadrant residents need a local dog park. Most of us do not have large yards. Some live in
condos or apartments. To date, we have been forced to go to Encinitas or open fields to allow our dogs
a place to run off leash.
The new Alga Norte Community Park is terrific. The Ann D. L'Heureux Park is smaller and too far. Both
of these parks serve the east side of Carlsbad. The Southwest Quadrant residents do not want to drive
5-8 miles one way to take our dogs for their needed exercise and socialization.
The Parks & Rec Needs and Assessment Action Plan conducted by PROS Consulting dated December
2013 specifically recommends the need for an additional dog park. With Carlsbad's projected growth
to about 118,000 in a few short years, the additional households will add more dogs to our area.
Pg. 79 ofthe PROS Consulting report summarizes 2013 current and projected facility needs for
Carlsbad:
1. Basketball courts: There are 39 which meets standard
2. Tennis courts: There are 44 which meets standard
3. Multipurpose Diamond Fields: a total of 60 which meets standard
4. Dog parks: Two...Need Exists. The final dog park needs to service the SW Quadrant.
We believe Poinsettia Park is a win-win answer.
1. Need: When you factor in Carlsbad Crest, SeaCliff, Harbor Point, San Pacifico, The Bay
Collection, Cantamar, Bella Lago, The Cove, Mar Brisa, LakeShore Gardens, Greystone Cove,
Saltaire, Mariner's Point, Shorepointe, Seagate, and Seabright, just to name a few, you have a
lot of dogs. Hundreds of them.
2. Existing parcels: There are several options within Poinsettia Park. 2 sites by the south end
parking lot are graded, already have bark on them and are ready to go. The upper parcel would
be great for the smaller dogs and the lower parcel for the medium to larger dogs.
3. Minimal Cost: The land is there. All you need are fences, signs, waste stations, a drinking
fountain and benches. The Carlsbad's Master Plan calls for future development of a Community
Center and has yet to be developed. It is an expensive option. Two dog parks are affordable.
4. Easy access: Most of us can walk our dogs. Consider all the car trips that would be saved!
5. Water access already exists for fountains.
Carlsbad needs to become more dog friendly. There is a pent up demand as can be seen by the success
of Alga Norte which is usually crowded. All of us on this petition will be DOGGED in our pursuit to have
a local dog park. Please say YES to a Poinsettia Park 'Bark Park'.

soccer field that is minimally used, and a whole lot of open space. Why not include a dog park(s) that
would be highly utilized?

Re: Poinsettia Park/Dog Park
I understand that this item will be on the agenda for the June 24* coundl meeting. I cannot attend that
meeting, but I do have some concerns that should be addressed.
1. Poinsettia Park is a well-used park now with no dogs allowed. Adding a dog park could
negatively impact the other features of the park.
2. Dog owners will need access from the parking lot or other locations, regardless of where the
designated "dog park" is located. This means that dogs will be present in all areas ofthe park
whether intended for dogs or not.
3. A lot of small children use all parts ofthe park mcluding the tot lot and the green expanses.
Some children are afraid of dogs and would not want to go to a park with dogs.
4. Most dog owners are responsible. They follow the rules and pick up leavings, but some are not.
There would likely be dogs off leash and messes left.
5. Parking is already a problem when there is any event (soccer games, softball tournaments, jazz,
etc.) and the addition of a dog park makes that worse. This would impact parking on
neighboring streets.
I am not opposed to dog parks in general, but not in established parks like Poinsettia.
