DEPT. CLERK APPOINTING ONE MEMBER TO THE HISTORIC PRESERVATION COMMISSION CITY MGR. RECOMMENDED ACTION; Adopt Resolution No. Preservation Commission. 2014-163 appointing Christopher Garcia to the Historic ITEM EXPLANATION: The term of Commission Member Christopher Garcia expired in April, 2014. He was originally appointed in April, 2011, to fulfill the remainder of the term for Veronica Daly. Mr. Garcia is eligible for reappointment and has expressed his desire to be reappointed. Mr. Garcia is the only application or letter of interest received for the current vacancy. The term of public notification regarding the vacancy for the Historic Preservation Committee appointment has expired and the Council may appoint a new member for a term of four (4) years. As stated in the Carlsbad Municipal Code 2.42.020 the appointment by a majority vote ofthe council is required. 2.42.020 Membership Membership on the historic preservation commission shall consist ofthe following: A. Five regular members and one ex officio representative from the planning commission. All regular members of the commission must have knowledge of and a demonstrated interest in historic preservation and local history. Three members will have a background or an interest in architecture, archaeology, history, biology, engineering, geology or a related field. Two members will have an interest In local history and will serve at large from the community. B. All members ofthe commission must be Carlsbad residents and registered voters. The ex officio representative shall not be entitled to a vote. Appointment to the historic preservation commission shall be made by the city council. The planning commission shall appoint a member to serve as the ex officio representative. (Ord NS-433 § 1 (part), 1997) Applications/Letters of Interest received for the Historic Preservation Commission are on file in the office of the City Clerk until the end of the calendar year ENVIRONMENTAL IMPACT; Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. 2014-163 _, appointing Christopher Garcia to the Historic Preservation EXHIBITS; 1.
