RECOMMENDED ACTION: Adopt Resolution No. 2014-167 approving plans and specifications, authorizing the City Clerl< to advertise bids and approving an additional appropriation for Bridge Railing Improvements, located on Carlsbad Boulevard north of Mountain View Drive, Project Nos. 3557, 6016. ITEM EXPLANATION: The bridge is located on Carlsbad Boulevard over San Diego Northern Railroad (SDNR), north of Mountain View Drive. Originally constructed in 1925, widened in 1935 and seismically retrofitted in 2006, this multi- use bridge carries a sidewalk, bike lanes and one lane of travel in each direction. Currently a four foot sidewalk exists on the eastside and no sidewalk exists on the west side. The existing concrete bridge railings are non-standard and do not meet current crash load requirements and because of deterioration and safety, are in need of replacement. Additionally, the existing retaining wall below the bridge requires some rehabilitation to maintain position. This project will replace the existing bridge railing with a new railing to match the existing style, maintaining the look and feel of the Carlsbad Village and coastal corridor while meeting current safety standards and crash testing. The existing retaining wall below the bridge will receive grout injections to keep it from moving. In accordance with complete streets concepts, the bike lanes and sidewalks will be increased to 6-feet and the travelled lanes will be reduced to 10-feet in both directions to provide traffic calming and enhancement for all modes of travel. This project is consistent with the Complete Streets Act (Assembly Bill 1358) which states that when evaluating transportation infrastructure within a city, ail modes of transportation should be evaluated and plans to improve connectivity and accessibility of ail modes should be a priority. As part of its ongoing programs, the California Department of Transportation (CalTrans) identified the need for bridge railing improvements at this location. This enables the city to receive federal funding for a portion ofthe project costs via CalTrans local assistance. Staff recommends approval ofthe plans and specifications and requests authorization to advertise for bids for Bridge Railing Improvements over SDNR. FISCAL IMPACT: Table 1 shows the current status of expenditures and the funds available to complete the bridge improvements. An engineer's estimate of construction cost and administration for the bridge improvements was prepared by Simon Wong Engineering, the consulting engineer of work for this project, and totals $633,009. A portion of the project will be funded via Federal reimbursement through the Highway Bridge Program (HBP). The remainder ofthe project costs are funded by TransNet local funds and Gas Tax funds. Due to the need to stabilize the retaining wall, the appropriation of Gas Tax funds in the amount of $30,000 are being requested for construction. The project utilizes Federal funds and therefore the payment of prevailing wages is required. ENVIRONMENTAL IMPACT; This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Section 15301(d) - Existing Facilities - restoration or rehabilitation of existing facilities that are deteriorated or damaged and are required to meet current standards of public health and safety involving negligible or no expansion of use. This project is also exempt from the National Environmental Policy Act (NEPA) review pursuant to NEPA Regulations 23 CFR 771.117(d): activity (d)(1) - Modernization of a highway by resurfacing, restoration, rehabilitation, reconstruction, adding shoulders, or adding auxiliary lanes (e.g., parking, weaving, turning, climbing). The city received a Notice of Categorical Exclusion, on April 2, 2011, from CalTrans. EXHIBITS: 1.
