CED ADOPTION OF RESOLUTION ACCEPTING BID AND AWARDING CONTRACT TO FORMS+SURFACES FOR THE FABRICATION AND DELIVERY OF TRASH/RECYCLE RECEPTACLES AND BENCHES IN THE VILLAGE CITY MANAGER 'xfS RECOMMENDED ACTION: Adopt Resolution No. 2014-168 accepting bid and awarding contract to Forms+Surfaces for fabrication and delivery of trash/recycle receptacles and benches in the Village. ITEM EXPLANATION: As part of the Fiscal Year 2013-14 Operating Budgets and Fiscal Year 2013-14 to 2027-28 Capital Improvement Program (CIP) City Council appropriated $1.4 million in funds for the Fiscal Year 2013-14 Downtown Area Capital Improvement Projects (Resolution No. 2013-146) for Village and Barrio revitalization projects. The appropriated funds include $290,000 for the Village streetscape improvements in the form of hanging flower baskets, trash and recycle receptacles and benches. The Village CIP projects include: 1) installing additional street lighting and decorative lighting in the Village; 2) installing parking, bicycle, and pedestrian way finding signage; 3) constructing traffic circles at various intersections in the Barrio; and 4) general streetscape improvements. The streetscape improvements will provide a cohesive feel, a sense of continuity and enhance the branding of the Village. Staff has been installing street and decorative lighting, seeking bids for way- finding signage, developing engineering drawings for traffic circles, and completing the installation of 162 hanging flower baskets in the Village. At the same time, staff has inventoried the locations of the existing mismatched trash receptacles and outdated benches and determined that the core Village area would need 75 trash/recycling receptacles and 30 benches to replace the existing receptacles and benches. Instead of having separate trash and recycle receptacles, bringing the number of receptacles to 150, staff determined that combined litter/recycle receptacles would be more efficient and take up less space on the sidewalks. Request for Proposals Requests for proposals were posted on May 1, 2014. Four bids were received, opened, witnessed and recorded on June 3, 2014. Each contractor's bid was evaluated against the following best value criteria: 1) Cost; 2) ability to meet specifications and quality of product sample; 3) references/previous performance; 4) delivery wait time or implementation schedule; 5) warranty/ability to provide service, repairs, etc.; and 6) unspecified value added offerings by supplier. Table A below lists the bidders and the corresponding bids received. Table A Contractor Name Bid Amount KMK Supply Co. $276,997.80 Forms+Surfaces $229,908.90 Avalon Amenities, Inc. - Option A $172,581.15 Avalon Amenities, Inc. - Option B $158,572.65 The two proposals submitted by Avalon Amenities, Inc. were considered non-responsive as their proposed products were not equal material and quality to that specified in the request for proposals. The two remaining bids were evaluated using the best value criteria. Forms+Surfaces was determined to be the best value. FISCAL IMPACT: There are sufficient funds available to award this contract. The City Council appropriated $290,000 for the Village Streetscape in June 2013. To date, approximately $22,000 has been expended on hanging flower baskets. The proposed contract for the new receptacles and benches is for $229,908.90. The remaining approximately $38,000 would be applied to the costs associated with a separate contract for removing the old trash receptacles and benches, and installing the new ones. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. That the bids received and opened by the City for the trash/recycle 1 2 3 4 5 receptacles and benches in the Village on June 3, 2014 are hereby accepted and the best value 6 responsive, responsible bid is hereby determined to be that of Forms+Surfaces, in the amount of $229,908.90. 4. That the bid received from Forms+Surfaces is accepted, and that the contract is hereby awarded to Forms+Surfaces and that the Mayor is authorized to execute said contract on behalf of the city.
