RECOMMENDED ACTION:
Adoption of Resolution No. 2014-179 . authorizing the Carlsbad Fire Department to apply for the 2014 San
Diego Gas and Electric (SDG&E) SAFE San Diego Initiative Community Emergency Response Team (CERT) Grant
program.
ITEM EXPLANATION:
SDG&E announced a SAFE San Diego Initiative focused on emergency preparedness, and supporting safety
programs and services such as CERT. The City of Carlsbad has been invited to apply for this grant opportunity
(Exhibit 2). SDG&E is making up to $2,500 available to support local CERT programs. Council previously approved
applying for a similar SDG&E grant program. Resolution 2013-188.
The Carlsbad Fire Department grant request is for $2,500. The grant funds will be used to purchase radios for CERT
use. Radios to facilitate communications between CERT incident response support activities such as temporary
evacuation point, shelters and EOC was identified as a need during the May 2014 Poinsettia Fire.
FISCAL IMPACT:
The SDG&E grant award of $2,500 represents one-time funds. Matching funds are not required. If awarded, the
SDG&E funds will be appropriated to the Fire Department Emergency Preparedness program in the General Fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this grant application request does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

Good Morning Community Partners,
I am pleased to announce today's launch ofthe 2014 SDG&E SAFE San Diego Initiative. This Initiative provides
grant funding, by invitation, to non-profit organizations in the SDG&E service territory whose programs and
services support emergency preparedness and safety.
SDG&E is pleased to invite your organization to apply for a $2,500 SDG&E SAFE San Diego grant. Online grant
applications will be accepted through May 22 for support of emergency preparedness and safety programs
provided by the following types of organizations:
• First response volunteer agencies, such as the volunteer fire departments and volunteer law
enforcement organizations;
• Emergency response agencies including local Fire Safe Councils and Communitv Emergency Response
Teams that provide disaster preparedness training, fire safety and/or disaster medical operations;
• Local charities that provide safety or disaster response support programs, resources, and/or education.
If your organization wishes to submit an application, you must complete a new online application for the 2014
SDG&E SAFE San Diego Initiative by the May 22 deadline.

GPS-enabled analog digital dual band amateur radios for the Carlsbad Community Emergency Response
Team (CERT).

Description of the program, project or event that focuses on emergency preparedness and safety:
Emergency radio communications is one of many CERT program's core capabilities. To date, Carlsbad has
been providing CERT members with limited-range, limited capability General Mobile Radio Service
(GMRS)/Family Radio Service (FRS) radios. While these work well for coordinating CERT activities within a
mile or 2 range, they are not capable of communicating across the City of Carlsbad. During the May 2014
Poinsettia Fire in Carlsbad, the GMRS/FRS radios were insufficient to coordinate CERT response activities
between the Emergency Operations Center, the emergency supply storage facility, the temporary
evacuation point, the mass case shelter and the base camp. One ofthe "lessons learned" identified for
inclusion in the After Action Report will be to outfit CERT volunteer teams with more capable radios.

organizations are associated with the program, please indicate so. These radios will enable collaboration
with Radio Amateur Civil Emergency Service (RACES), a 501(c)3 non-profit corporation

equipped non-profit organizations, such as the America Red Cross.

If this program is new (three years or less in operation), describe the strategy for the long term
sustainability ofthe program. If established (more than three years in operation), describe the strategic
next steps for your established program. Although the Carlsbad CERT program has been established for 6
years and receives local jurisdiction general fund support, developing an amateur radio capability within
CERT is new. Strategic next steps include: purchasing radios, conducting radio training, and conducting
CERT Academy.

methods that will be used to increase awareness of the program. The project will be promoted within the
currently established Carlsbad CERT program.

community will benefit from more timely, consistent, reliable and redundant communications between the
Emergency Operations Center, the community emergency supply storage facility, the temporary
evacuation point (TEP), and the mass case shelter, when these are activated during the next emergency
response.

was called to support an American Red Cross shelter in a neighboring city during the 2014 Poinsettia Fire.
CERT was prepared to respond, and some were enroute, when the Red Cross cancelled the support

the organization offers: The CERT sponsoring organization (the City of Carlsbad) provides broad and
comprehensive public outreach and training on all phases of emergency management: preparedness,
response, recovery and prevention/mitigation. The CERT program receives training in: disaster medical
operations, light search and rescue, small fire fire suppression, emergency operations center, mass care
shelter operations and local assistance center operations. A number of Carlsbad CERT members are
certified train-the-trainers in these areas.
