RECOMMENDED ACTION
Approve Resolution No 2Q14-193 authorizing an agreement with Prava Construction
Services Inc. for design/build services for renovations to the Las Palmas property, located at 2075 Las
Palmas Drive, Project No. 4702.
ITEM EXPLANATION:
The City of Carlsbad owns an office building located at 2075 Las Palmas Drive. This facility was used as
city offices until 2000, when those offices were relocated to the Faraday Center located at 1635 Faraday
Avenue. Since 2000, the Las Palmas facility has been leased out to a number of different companies. The
Las Palmas facility was constructed in 1985, and staff has identified that both the roof and several
heating, ventilating, and air conditioning units (HVAC) have reached the end of their useful lives. The
roof replacement was included as part of the Fiscal Year 2013-14 Capital Improvement Program. Based
on revised condition assessments, and recognizing that the city is in negotiations with Mira Costa College
to potentially establish a satellite facility at the Las Palmas location, staff recommends moving forward
with replacing the existing HVAC system as well.
On June 17, 2014, Council authorized staff to solicit qualifications and price proposals for roof and HVAC
replacement at the Las Palmas Building using the design-build delivery method. The project delivery will
follow Section 3.28.085 F.2 of the Carlsbad Municipal Code. This method allows for selection of a design-
build competition based on performance specifications and a preliminary design.

On July 8, 2014, the City received two (2) sealed bids for the design/build renovations ofthe Las Palmas
Building. Staff evaluated the pre-qualified firm's submittals and a selection committee reviewed each and
scored each firm. Scores were based upon the following selection criteria, with each firm ranked based
upon the value assigned to each criteria.

The selection committee recommends Prava Construction Services as the Design Builder for the Las
Palmas Improvements for a contract price of $388,538. Staff recommends that City Council authorize the
Mayor to execute a professional services agreement with Prava Construction Services for the Las Palmas
Renovations, Project No. 4702.
FISCAL IMPACT:
The Carlsbad City Council previously appropriated $450,000 from the Infrastructure Replacement Fund
for the roof replacement and HVAC renovations at Las Palmas. Table 2 below shows a project estimate
for the roof and HVAC renovations at Las Palmas. Sufficient funds are available for the project. No
additional appropriation is required. Table 2 shows the current status ofthe Las Palmas project.

ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(d), concerning restoration or rehabilitation of deteriorated structures and mechanical
equipment to meet current standards of public health and safety.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
