CITY OF CARLSBAD - AGENDA BILL 21,695 7/22/14 PW-TRAN ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR CONSTRUCTION OF THE 2014 CONCRETE REPLACEMENT PROJECT NO. 6013-14 DEPT. DIRECTOR CITY ATTY. CITY MGR. 13 RECOMMENDED ACTION: Adopt Resolution No. 2014-187 accepting bids and awarding a contract for the construction of the 2014 Concrete Replacement Project No. 6013-14. ITEM EXPLANATION: As part of the city's annual Concrete Replacement Program, staff has evaluated the concrete improvements in the public right-of-way and produced a list of 195 locations where concrete replacement is necessary. Curb, gutter, sidewalk, curb ramps, and driveway approaches need to be replaced because of deterioration, cracking, and uplifting. On April 22, 2014, City Council approved Resolution No. 2014-069, authorizing the advertisement for bids for construction of the 2014 Concrete Replacement Project No. 6013-14. The engineer's estimate was $200,000. Five (5) bids were received on June 18, 2014, which are summarized as follows: CONTRACTOR BID TOTAL 1. TRY CO General Engineering $174,207 2. ICR $174,926 3. PCI Portillo Concrete $186,270 4. Weir Construction $232,357 5. Mora's Equipment and Construction $244,500 Staff has completed its review of the contract documents and has determined that TRY CO General Engineering has submitted the lowest responsive bid at $174,207. Remaining appropriations will be used for future concrete replacement projects. Resolution No. 2014-187 accepting bids and awarding construction contract for construction ofthe 2014 Concrete Replacement Project No. 6013-14. 1 RESOLUTION NO. 2014-187 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR CONSTRUCTION OF THE 2014 CONCRETE REPLACEMENT PROJECT 4 NO. 6013-14. 3 5 6 7 8 9 10 11 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to replace damaged concrete; and WHEREAS, the project is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c); and WHEREAS, on April 22, 2014, the City Council approved contract documents and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to the 2014 Concrete Replacement Project No. 6013-14; and 12 WHEREAS, five (5) sealed bids were received on June 18, 2014 for the project; and 13 WHEREAS, the lowest responsive, responsible bid for the project was submitted by TRY 14 CO General Engineering in the amount of $174,207; and 15 WHEREAS, there are sufficient funds available in the Concrete Replacement Program 16 (CIP No. 6013) account for construction ofthe project. 17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 18 California, as follows: 1. That the above recitations are true and correct. 2. That the bid submitted by TRY CO General Engineering in the amount of $174,207 is hereby accepted and the Mayor is hereby authorized to execute the contract for the construction of the 2014 Concrete Replacement Project No. 6013-14, in accordance with the specifications and contract documents referred to herein. 3. That the City Manager is hereby authorized to approve construction change orders up to the contingency amount of $35,000 to TRY CO General Engineering for the 2014 Concrete Replacement, Project No. 6013-14. 19 20 21 22 23 24 25 26 27 28 1 4. That the award of this contract is contingent upon TRY CO General Engineering 2 executing the required contract and submitting the required bonds and insurance policies, as 3 described in the contract, within twenty (20) calendar days of adoption of this resolution.
