RECOMMENDED ACTION:
Adopt Resolution No. 2014-209 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the North Batiquitos Uft Station Pump Replacement, Project No. 5517.
ITEM EXPLANATION:
The North Batiquitos Sewer Lift Station is located near the south end of Gabbiano Lane and the
pedestrian trail along the north shoreline ofthe Batiquitos Lagoon. The lift station serves a sewer basin
generally south of Palomar Airport Road and north of the Batiquitos Lagoon between El Camino Real
and Interstate 5. The lift station pumps approximately 800,000 gallons of raw wastewater per day with
a peak flow capacity over 2,000 gallons per minute.
The existing lift station was constructed in 1997 in its current configuration with subsequent
improvements and repairs to the station's force main along with improvements to the wet well and dry
well ventilation. Most recently the reliability and efficiency of the pumps have diminished as has the
availability of pump parts for their repair. In consideration of the lift station's proximity to the lagoon
and sensitive environmental habitat, improved reliability is essential.
The project includes the replacement of the station's three (3) existing wastewater pumps and
reconfiguration of discharge manifold system including the replacement of miscellaneous valves and
appurtenances for the station's pumps. The stations wet well sump will be modified to improve
operation and access for future maintenance. In addition, a bridge crane assembly will be installed in
the pump room to allow for a safe and efficient removal and reinstallation of the heavy pumps and
appurtenances for future maintenance procedures at the station. The improvements will enhance
operational efficiency at the station, improve reliability and reduce the potential of a future station
failure and sewer overflow.

Based the engineer's estimate, there are sufficient sewer replacement funds available for the
construction ofthe North Batiquitos Lift Station Pump Replacement.
ENVIRONMENTAL IMPACT:
This project is exempt from California Environmental Quality Act (CEQA) review pursuant to CEQA
Guidelines section 15302(c) - replacement or reconstruction of an existing utility system located on the
same site with substantially the same purpose and capacity. A Notice of Exemption was filed with the
San Diego County Clerk on May 29, 2014.

WHEREAS, the project is exempt from California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines section 15302(c) in that it is a replacement of an existing utility
WHEREAS, the North Batiquitos Lift Station's wastewater pumps and discharge manifold
along with miscellaneous appurtenances have reached their useful life and are in need of
replacement; and
WHEREAS, the plans and specifications for furnishing all labor, materials, tools,
11 equipment, transportation, and other expenses necessary or incidental to the North Batiquitos
12 Lift Station Pump Replacement, Project No. 5517 have been prepared and are on file in the

19 WHEREAS, funds in the Sewer Replacement Fund are sufficient for the project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
