RECOMMENDED ACTION:
Adopt Resolution No. 2014-223 awarding the contract for the retrofit of the field lighting systems
at Calavera Hills and Stagecoach Community Parks - Contract No. PWS 14-38PKS - to Ace Electric, Inc.
ITEM EXPLANATION:
The parks & recreation department recently completed an advertisement for bid to retrofit the existing
sports lighting systems on the athletic fields at Calavera Hills and Stagecoach Community Parks. The
sports lighting systems are antiquated and do not meet current standards for energy efficiency. The
lighting fixtures and electrical conductors in both parks are nearly thirty years old, require frequent
maintenance, and draw substantial electrical demands. The warranty on the existing fixtures expired.
The proposed lighting fixtures are energy efficient, generate low glare and no light spill, and provide an
enhanced level of lighting for field users. The fixtures also include a five year warranty, plus bulb
replacement - at no additional cost - during this same period.
On June 24, 2014 the City Council adopted Resolution 2014-152 approving contract documents and
authorizing the City Clerk to advertise for bid a retrofit of the field lighting systems at Calavera Hills and
Stagecoach Community Parks - Contract No. PWS 14-38PKS. The Engineer's estimate for the project was
$680,000. On August 26, 2014, three bids for the project were received and opened by staff. The
results were as follows:

The apparent low bid of Ace Electric, Inc. was reviewed by staff and considered to be responsive to the
advertisement. Staff is therefore recommending award of the contract for this project to Ace Electric,
Inc. in a not-to-exceed amount of $732,550.00 ($637,000.00 in base bid, plus $95,550 in contingency).

ENVIRONMENTAL IMPACT
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing public facilities or structures involving negligible or no
expansion.
FISCAL IMPAa:
During the FY 13/14 Capital Improvement Program Budget review, funding for this project was approved
by the City Council in the amount of $756,000.00. That allocation is adequate to cover the not-to-exceed
amount ofthe proposed contract.
The proposed retrofit ofthe lighting systems on the athletic fields at Calavera Hills and Stagecoach
Community Parks is expected to reduce field lighting energy costs up to 50 percent.

^ WHEREAS, the contract documents, general provisions, supplemental provisions, and

technical specifications necessary to perform the Calavera Hills and Stagecoach Community

Parks athletic fields lighting retrofits have been prepared, are on file in the parks & recreation
9
administration office, and are incorporated by reference herein; and
11 WHEREAS, the lighting fixtures and electrical conductors in both parks are nearly thirty
12 years old, require frequent maintenance, and draw substantial energy demands; and
WHEREAS, the proposed lighting fixtures are energy efficient, generate low glare and no
light spill, and provide an enhanced level of lighting for field users; and

WHEREAS, sufficient funds are available in the Capital Improvement Program Project

Budget to address a contract with Ace Electric, Inc., for this lighting systems retrofit project; and

8 Stagecoach Community Parks is expected to reduce field lighting energy costs up to 50%.
^ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
2. The City Council of the City of Carlsbad accepts the bids and awards the contract
14 for the retrofit of the field lighting systems at Calavera Hills and Stagecoach
15 Community Parks - Contract No. PWS14-38PKS - to Ace Electric, Inc.
3. The Mayor of the City of Carlsbad is hereby authorized to execute the contract
with Ace Electric, Inc., for the retrofit of the field lighting systems at Calavera Hills
and Stagecoach Community Parks - Contract No. PWS14-38PKS, in accordance with
