Adopt Resolution No. 2014-225 authorizing out of state travel for the parks & recreation director and special projects manager to attend the annual National Recreation and Park Association Congress in Charlotte, NC, from Oct. 13-16, 2014. ITEM EXPLANATION: The purpose ofthe travel is to attend the National Recreation and Park Association Congress; an annual gathering of parks & recreation professionals and agencies from throughout the country. Congress will provide staff an opportunity to gain valuable knowledge, industry standards training, and professional networking integral to the department's successful pursuit of national accreditation. FISCAL IMPACT: The cost for two staff members to attend Congress is approximately $5,500, which includes registration, training classes, flights, lodging, transportation, and meals. Sufficient funds are available in the Parks & Recreation Department budget to cover all estimated costs. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. WHEREAS, the City Council concurs that it is in the public interest to authorize out of state travel for the parks & recreation director and special projects manager to attend the annual NRPA Congress; and WHEREAS, Congress will provide staff an opportunity to gain valuable knowledge, industry standards training, and professional networking; and WHEREAS, Congress attendance is an integral part of the department's successful pursuit of national accreditation. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2.
