RECOMMENDED ACTION:
Adopt Resolution No 2014-229 appointing Larry Magor, representing Omni La
Costa Resort & Spa, to the Carlsbad Tourism Business Improvement District Board (CTBID).
ITEM EXPLANATION:
David Kirken is no longer employed by Omni La Costa Resort & Spa, therefore is no longer a
member of the CTBID Board. Mr. Kirken represented Omni La Costa Resort and Spa and was
appointed by City Council Resolution No. 2014-118.
Resolution No. 2005-332 states that members representing the largest hotel businesses within
the City are to be appointed without term limits. Omni La Costa Resort & Spa is one ofthe largest
hotels in the City of Carlsbad.
It is requested that Larry Magor, the new General Manager of Omni La Costa Resort & Spa be
appointed to the Carlsbad Tourism Business Improvement District Board.
NOTE: Members of the Carlsbad Tourism Business Improvement District Board are subject to
the provisions ofthe Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

WHEREAS, Board Member David Kirken is no longer employed by Omni La Costa Resort
& Spa, and therefore is no longer a member ofthe CTBID; and.

7 WHEREAS, City Council Resolution No. 2005-332 states that Council wishes the
8 membership of the committee to contain members representing the largest hotel businesses
^ within the City on a permanent basis; and,
WHEREAS, Omni La Costa Resort & Spa is one of the largest hotel businesses within the

City; and,

WHEREAS, Larry Magor has been named the new General Manager of Omni La Costa
14 Resort & Spa
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. That Larry Magor, General Manager of Omni La Costa Resort & Spa is appointed to
the Carlsbad Tourism Business Improvement District Board for a term without
