DEPT. 21,742 9-23-14 PW-TRAN ACCEPTANCE OF BIDS AND AWARD OF CONTRACT AND ADDITIONAL $50,000 APPROPRIATION FOR BRIDGE RAILING IMPROVEMENTS AND RETAINING WALL REHABIUTATION, LOCATED ON CARLSBAD BOULEVARD NORTH OF MOUNTAIN VIEW DRIVE DEPT.DIRECroR CITY ATTY. CITY MGR. 2^ RECOMMENDED ACTION: Adopt Resolution No. 2014-231 accepting bids and awarding a contract and additional $50,000 appropriation for Bridge Railing Innprovements and retaining wall rehabilitation, located on Carlsbad Boulevard north of Mountain View Drive, Project Nos. 3557 and 6016. ITEM EXPUNATION: The bridge is located on Carlsbad Boulevard over San Diego Northern Railroad (SDNR), north of Mountain View Drive. Originally constructed in 1925, widened in 1935 and seismically retrofitted in 2006, this multi- use bridge carries a sidewalk, bike lanes and one lane of travel in each direction. Currently a four foot sidewalk exists on the eastside and no sidewalk exists on the west side. The existing concrete bridge railings are non-standard and do not meet current crash load requirements and because of deterioration and safety, are in need of replacement. Additionally, the existing retaining wall below the bridge requires some rehabilitation to maintain position. This project will replace the existing bridge railing with a new railing to match the existing style, maintaining the look and feel ofthe Carlsbad Village and coastal corridor while meeting current safety standards and crash testing. The existing retaining wall below the bridge will receive grout injections to keep it from moving. In accordance with complete streets concepts, the bike lanes and sidewalks will be increased to 6-feet and the travelled lanes will be reduced to 10-feet in both directions to provide traffic calming and enhancement for all modes of travel. This project is consistent with the Complete Streets Act (Assembly Bill 1358) which states that when evaluating transportation infrastructure within a city, all modes of transportation should be evaluated and plans to improve connectivity and accessibility of all modes should be a priority. COUNCIL ACTION: APPROVED CONTINUED TO DATE SPECIFIC • DENIED • CONTINUED TO DATE UNKNOWN • CONTINUED • RETURNED TO STAFF • WITHDRAWN • OTHER - SEE MINUTES • AMENDED • REPORT RECEIVED • As part of its ongoing programs, the California Department ofTransportation (CalTrans) identified the need for bridge railing improvements at this location. This enables the city to receive federal funding for a portion ofthe project costs via CalTrans local assistance. In June of 2014, CalTrans issued the Authorization to Proceed with Construction and Construction Engineering which authorizes the City of Carlsbad to proceed with the construction phase of the project that begins with the advertising for construction bids. On July 8,2014, City Council approved Resolution No. 2014-167, authorizing the advertisement for bids for the bridge railing improvements. Project Nos. 3557 and 6016. Three sealed bids were received on August 20, 2014, which are summarized as follows: CONTRACTOR BID TOTAL 1. Beador Construction Company, Inc. $636,300 2. Falcon Construction Company, Inc. $664,583 3. Peterson-Chase General Engineering Construction, Inc. $869,848 Staff has completed its review of the contract documents and determined that Beador Construction Company, Inc. is responsive and responsible with a bid of $636,300. Staff recommends that the City Council award the project to Beador Construction Company, Inc. FISCAL IMPACT: Table 1 shows the current status of expenditures and the funds available for construction of the bridge improvements and the retaining wall rehabilitation. The cost associated with the bridge and bridge railing improvements portion ofthe project are funded with Federal Highway Bridge Program (HBP) funds and TransNet Local Funds. There are sufficient funds appropriated for this portion ofthe project.
