RECOMMENDED ACTION;
To receive a staff presentation on recent public outreach for and the status ofthe Village and Barrio Plan.
ITEM EXPLANATION:
September 2014 marked an important milestone in the preparation of a new master plan for the Village
and Barrio: the completion of the project's first major public outreach and community workshops.
Throughout the workshops, public participation and interest were high, a reflection ofthe community's
desire to make the Village and Barrio even better places.
Presently, Dover, Kohl & Partners, the master plan consultant, and staff are working on detailed workshop
summary reports and a first draft ofthe new master plan.
Staff will present an overview ofthe September workshops and public participation and the remaining
project schedule. Public hearings to consider master plan adoption are planned for spring 2015.
FISCAL IMPACT:
There is no fiscal impact for receiving a presentation.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.
Adoption of a master plan is subject to CEQA. Staff will recommend an environmental document to Planning
Commission and City Council as part of the process to consider adopting the master plan.
