RECOMMENDED ACTION:
Adopt Resolution No. 2014-249 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the Northwest Quadrant Storm Drain Improvement (Madison Street), Project
No. 6608.
ITEM EXPLANATION:
The Northwest Quadrant Storm Drain Improvement Program is a multi-year program to address non-
master drainage plan needs within the northwest quadrant of the city. CaHsbad Operations and
Maintenance staff was interviewed regarding their field observations and knowledge of drainage issues
throughout the northwest quadrant. Site locations were identified and pnoritized based on
recommendations from field observations. The projects in the program and their status are listed on
Exhibit 3 for reference.
The improvements included in this segment are construction of a curb Inlet, storm drain cleanout,
storm drain pipeline and paving on Madison Street between Arbuckle Place and Laguna Dnve.
FISCAL IMPACT:
Table 1 shows the current status ofthe Northwest Quadrant Storm Drain Improvement Program. More
specifically, the current status of the program shows the expenditures of previously completed storm
drain improvements and the funds available to complete the project in Madison Street.

An Engineer's Estimate ofthe construction cost forthe Northwest Quadrant Storm Drain Improvement
Program (Madison Street) was prepared by RBF Consulting, the consulting engineer of work for this
project, and totals $197,000. The total estimated project cost is shown in Table 2.

The project is funded by Gas Tax Funds which requires payment of prevailing wages.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(b), concerning operation, repair and maintenance of existing facilities of both investor
and publicly owned utilities used to provide public utility services.

WHEREAS, the City Council of the City of Cartsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Northwest Quadrant Storm
Drain Improvement Program (Madison Street), Project No. 6608; and
WHEREAS, the plans and specifications for furnishing of all labor, matenals, tools,
11 equipment, transportation, and other expenses necessary or incidental to the Northwest
Quadrant Storm Drain Improvement Program (Madison Street), Project No. 6608, have been

prepared and are on file in the Public Works Department of the City of Cartsbad and are
14
incorporated herein by reference; and

WHEREAS, funding for said project has been appropnated from the Gas Tax Funds to
16
17 cover all project costs and is sufficient.
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cartsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Northwest
Quadrant Storm Drain Improvement Program (Madison Street), Project No. 6608, are on file in
the Public Works Department ofthe City of Cartsbad and are hereby approved.
