RECOMMENDED ACTION:
Adopt Resolution No. 2014-260 approving plans and specifications and authorizing the City Clerk
to advertise for bids for the Pavement Overtay Project No. 6001-14QL.
ITEM EXPLANATION:
The Pavement Overlay Project No. 6001-14QL is part of the city's ongoing Pavement Management
Program. This road maintenance project will resurface portions of Cartsbad Village Drive (east of
Concord), Calle Barcelona (east of El Camino Real), and five residential roadways in the southeast
quadrant of the city by applying a rubberized asphalt concrete layer over the existing pavement. The
roadways, as listed in Exhibit 2, were selected based on the existing condition ofthe pavement.
FISCAL IMPACT:
The estimated construction cost for the Pavement Overlay Project is shown in the table below:
Construction Contract $1,300,000
Construction Contingency $150,000
Construction Management, Inspection, and Matenals Testing $150,000
TOTAL ESTIMATED PROJECT COST $1,600,000

The Pavement Overlay Project is funded with a mix of TransNet Local and Gas Tax Funds. The use of Gas
Tax Funds requires the payment of prevailing wages.

ENVIRONMENTAL IMPACT;
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to resurface city streets in accordance with the
city's ongoing Pavement Management Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
12 equipment, transportation, and other expenses necessary or incidental to the Pavement
13 Overlay Project No. 6001-140L, have been prepared and are on file in the Public Works
Department ofthe City of Carlsbad and are incorporated herein by reference; and
WHEREAS, there are sufficient Pavement Management Program funds available to
complete the Pavement Overlay Project No. 6001-14OL
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

20 1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Pavement Overtay
Project No. 6001-14OL, on file in the Public Works Department of the City of Carlsbad are
hereby approved.

25 3. The City Clerk of the City of Carlsbad is hereby authortzed and directed to
26 publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction

1 of the Pavement Overlay Project No. 6001-14QU in accordance with the plans, specifications,
