RECOMMENDED ACTION:
City Council adopt Resolution No. 2014-265 approving plans and specifications and authorizing the
City Clerk to advertise for bids and appropriate funds for the Northwest Quadrant Storm Drain
Improvement Program, Miscellaneous Water Valve Repair/Replacement, Pavement Management
Program, and the Village Decorative Lighting Project, on Grand Avenue, Project No. 6608, 5019, 6001,
and 4016.
Board of Directors of Carlsbad Municipal Water District (CMWD) adopt Resolution No. 1505
approving the plans and specifications and determine reimbursement to the City of Carlsbad for the
actual costs for CMWD improvements for the Northwest Quadrant Storm Drain Improvement Program,
Miscellaneous Water Valve Repair/Replacement, Pavement Management Program, and the Village
Decorative Lighting Project, on Grand Avenue, Project No. 6608, 5019, 6001, and 4016.
ITEM EXPLANATION:
The Northwest Quadrant Storm Drain Improvement Program is an on-going program to address drainage
improvements not listed in the Drainage Master Plan. The projects included in this program and their
status are listed in Exhibit 4. The Grand Avenue project is number 37 ofthe 47 projects identified.
The project is the combination of several improvement projects within Grand Avenue between Jefferson
Street and the State Street Alley. The primary purpose ofthis project is the upsizing ofthe existing storm
drain system in Grand Avenue to alleviate annual flooding that occurs during the rainy season. The
drainage improvements include installing reinforced concrete pipeline, new curb inlets and new storm
drain cleanouts. Alternative materials were evaluated and staff concluded that from a long-term
operations and maintenance perspective, reinforced concrete pipe is the preferred material. At this time,
there is a significant lead time to procure reinforced concrete pipe. Staff will procure the pipe product
through a separate process and return to City Council to receive approval to manufacture the pipe
product.

To protect the existing mature trees, a certified arborist is required on-site when construction activities
are adjacent to the mature trees that line Grand Avenue. The arborist will provide direction to the
contractor to protect the trees. Staff conferred with Carlsbad Municipal Water District and concluded
that all the water valves and water services within the project limits require upgrading to current
standards. The existing water valves and water services are quite old and had become difficult to operate
and maintain.
As part ofthe Downtown Carlsbad Village Improvements, conduit for decorative tree lighting and future
fiber optic cable will be installed within the project footprint. Existing street light conduit and wire is
degraded and will be replaced completely within the project footprint. The fiber optic cable conduit
installation prepares for future technology and communications.
After completion of the improvements, Grand Avenue from Jefferson Street to the State Street Alley will
be resurfaced and restriped. These improvements are funded through several programs and funds which
are discussed in the Fiscal Impact section.
FISCAL IMPACT:
Staff met with various departments which have potential projects in the area affected by the proposed
Northwest Quadrant Storm Drain Improvement Program project. For example, staff will also be installing
fiber optic conduit in preparation for future technology and communications use by the Transportation
division. Funding for the fiber optic portion of the overall project will come from the Transportation
Operating budget. Staff is also replacing the degraded streetlight conduit and wiring to help the
Streetlight division. Funding for this portion of the overall project will come from the Street Lighting
Assessment District budget. Combining all the proposed projects in the affected area helps minimize the
impacts to the village businesses and maximize the economies of scale by saving the resources
associated with multiple separate bids and contracts.
An Engineer's Estimate of the construction cost for the Northwest Quadrant Storm Drain Improvement
Program (Madison Street) and related projects was prepared by the consulting engineers of work for this
project, and totals $1,355,000. Staff is responsible for procuring the reinforced concrete pipe estimated
at $290,000. Therefore, the overall estimated cost for these projects is $1,645,000. The table on the
following pages shows a breakdown ofthe $1,645,000 including the current status ofthe programs and
funding sources to be used for these projects.
As the tables on the following pages show, all projects have sufficient funding with the exception ofthe
project to replace the streetlight conduit and wiring. As such, funds totaling $62,500 need to be
appropriated from the Street Lighting District Assessment Fund. Sufficient funds are available in the
Street Lighting District Assessment Fund forthis appropriation.

The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(b), concerning operation, repair and maintenance of existing facilities of both investor and
publicly owned utilities used to provide public utility services.

22 Water-Capital Replacement Funds, General Fund, and Transportation Operating Budget to
cover all project costs and is sufficient; and
WHEREAS, staff is requesting an appropriation of $62,500 for the Street Lighting District
Assessment Fund to pay for street light conduit and wire replacement.
1 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
2 California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Northwest
