RECOMMENDED ACTION: Adopt Resolution No. 2014-270 supporting the redesignation of the North San Diego County Recycling Market Development Zone to renew the zone and expand its boundaries. ITEM EXPLANATION: The Recycling Market Development Zone (RMDZ) Program is administered by the State of California Department of Resources Recycling and Recovery (CalRecycle). The RMDZ Program encourages recycling and reuse of materials by providing technical, financial and marketing assistance, low cost loans and other incentives to businesses located in established zones. On Nov. 16, 1993, the City Council approved Resolution 93-317 supporting a regional application to form the North San Diego County RMDZ to include the cities of Carlsbad, Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, Vista and the County of San Diego. On Sept. 21, 2004, the City Council approved Resolution No. 2004-298 approving the renewal of the North San Diego County RMDZ designation. The County of San Diego serves as the Zone Administrator for the North San Diego County RMDZ and is responsible for submitting redesignation applications. Designation of a RMDZ is for a period of 10 years. The current North San Diego County RMDZ expires in November 2014. As zone administrator, the County of San Diego is completing the Renewal of Designation and is requesting a resolution from the City of Carlsbad as a supporting document to the application. As part of the Renewal of Designation, a boundary change is being requested to include additional territory in the Cities of Santee,, Encinitas and the County of San Diego. The purpose for expanding the boundaries is to increase the area in which companies that use recycled materials for manufacturing are eligible for RMDZ incentives. A successful application by North San Diego County RMDZ members will expand the local market for recyclable materials and encourage the development of local businesses and employment opportunities within the designated Recycling Market Development Zone. On Jan. 31, 2014 the County of San Diego, acting as Zone Administrator, adopted an Addendum to the Negative Declaration in anticipation of filing a redesignation application with CalRecycle. The County's review determined that certain amendments to the RMDZ, including the referenced boundary changes, would not result in any new significant impacts; that only minor technical changes or additions to the ND were necessary; and that none of the conditions described in Section 15162 of the state CEQA Guidelines calling for the preparation of a subsequent environmental document had occurred. Staff has reviewed the County-adopted Addendum and concurs with its findings. Therefore, no further CEQA actions or determinations are required. EXHIBITS: 1.
