RECOMMENDED ACTION:
Adoption of Resolution No. 2014-278 , authorizing the City Manager or designee to execute, in the name of
the City of Carlsbad, all necessary forms for the purpose of accepting grant funding from the Federal State
Homeland Security Grant program, to enhance fire and police emergency preparedness.
ITEM EXPLANATION:
On July 22, 2014 Council adopted Resolution No. 2014-178 authorizing the City Manager or designee to apply for
State Homeland Security Grant funds for Carlsbad Fire and Police Departments for emergency preparedness. San
Diego County, which administers the SHSG Program for the region, has been awarded FY 2014 funds (Exhibit 1).
The grant funds allocated to the City of Carlsbad are $83,506. Planned expenditures include:

The enhancements these expenditures produce increase City of Carlsbad incident response capabilities while
promoting regional mutual aid and interoperability. Equipment is first purchased and paid for by the city. Paid
invoices for SHSG-related purchases are then sent to the San Diego county Office of Emergency Services for full
reimbursement to the city. Planning costs are similarly expended and reimbursed. The Fire Department will be
administering the FY 2014 grant allocation to the city.

FISCAL IMPACT:
All SHSG grant-related expenditures are 100% reimbursable. There are no appreciable on-going direct costs
associated with the anticipated expenditures. Staff is requesting Council appropriate the $83,506 grant award to
the Public Safety Grant Special Revenue Fund. Upon completion of grant-related expenditures, the Public Safety
Grant Special Revenue Fund will be reimbursed by periodic grant reimbursements. It is anticipated that all
expenditures and reimbursements will be completed before the close of FY 2014-2015.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning
of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment, and therefore does not require environmental review.

7 WHEREAS, the City of Carlsbad Fire and Police Departments are eligible to receive
8 federal grant funds through the FY 2014 State Homeland Security Grant Program (SHSGP) for
emergency preparedness; and
WHEREAS, on July 22, 2014 Council authorized and thereafter the Fire Department
applied for the SHSGP grant and San Diego County approved the grant request; and
WHEREAS, the amount ofthe grant is $83,506; and

14 WHEREAS, The SHSGP grant funds require no matching funds. Since all grant-related
15 purchase and planning costs are 100% reimbursable, the City shall incur no costs; and
WHEREAS, The Fire Department will be administering the SHSGP grant funds on behalf
ofthe City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

JURISDICTIONAL GRANT EXPENDITURE PERIOD: 10/28/2014 - 12/31/2015
Dear Homeland Security Grant Partners,
TIlis letter is to notify you that San Diego County Office of Emergency Services (OES) has received approval from
Cal OES for the FY2o'l4 State Homeland Security Program (SHSP). Please refer to the attached document,
FY2014 SHSP Approved Spending Plan for your jurisdiction's allocation of the FY2014 SHSP funds. As ofthe
County Board of Supen-'isors grant acceptance date (10/28/2014), your agency may request reimbursement for
eligible grant expenditures that are in the FY14 SHSFG workbook.
The milestone deadline is June 30,2015 for the Operational Area to have fifty percent ofthe grant funds
expended. Jurisdictions have until May 31,2015, to complete fmal expenditures under the milestone requirement
(for all categories - planning, organization, training, exercise, or equipment) and to complete the mid-term progress
report. The deadline for milestone extension requests will also be May 31, 2015.
The final date to expend FY14 SHSP grant funds is November 30, 2015. Jurisdictions must have all
reimbursement documentation to OES by December 31,2015. OES will be monitoring expenditures closely
aod reallocating funds that cannot be spent by this deadline. Please submit your claims in a timely manner so the
funds can be expended as quickly as possible.
At this time projects that have any associated holds, which include EHP, EOC, aviation or watercraft, or requests
that need Cal OES sole source pre-approval may not be purchased; please refer to paragraph three of Cal OES'
"Notification of Sub-grantee Award Approval" for information on purchases requiring further approval from Cal
OES. Funds awarded under this allocation will be subject to the requirements described in the FY 2014 Homeland
Security Grant Program (HSGP) Guidance and Application Kit.
The Office of Emergency Services is available to provide technical assistance throughout the entire grant process.
