FIRE AUTHORIZE THE CARLSBAD FIRE DEPARTMENT TO ACCEPT THE 2014 SAN DIEGO GAS AND ELECTRIC (SDG&E) SAFE SAN DIEGO INITIATIVE COMMUNITY EMERGENCY RESPONSE TEAM (CERT) GRANT PROGRAM AWARD AND APPROPRIATE FUNDS IN THE AMOUNT OF $2,500. L RECOMMENDED ACTION: Adoption of Resolution No. 2014-279 , authorizing the Carlsbad Fire Department to accept the 2014 San Diego Gas and Electric (SDG&E) SAFE San Diego Initiative Community Emergency Response Team (CERT) Grant program award. ITEM EXPLANATION: On July 22, 2014 Council adopted Resolution No. 2014-179 authorizing the Carlsbad Fire Department to apply for SDG&E SAFE San Diego Initiative grant funds for Carlsbad Community Emergency Response Team (CERT). $2,500 has been awarded to the City of Carlsbad and will be used to purchase radios for CERT use. Radios to facilitate communications between CERT incident response support activities such as temporary evacuation point, shelters and EOC was identified as a need during the May 2014 Poinsettia Fire. The Burn Institute acts as SDG&E's grant fund manager for organizations that do not have 501 (c)3 status. FISCAL IMPACT: The SDG&E grant award of $2,500 represents one-time funds. Matching funds are not required. The SDG&E funds will be appropriated to the Fire Department Emergency Preparedness program in the General Fund. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this grant application request does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
