DEPT. 21,808 12-16-14 PW-TRAN RECEIVE A PRESENTATION FROM STAFF REGARDING THE TRANSNET PROGRAM DEPT.DIRECTOR CITY ATTY. CITY MGR. RECOMMENDED ACTION: Receive a presentation from staff regarding the TransNet program. ITEM EXPLANATION: In 1987, San Diego County residents approved the 20-year TransNet program, a half-cent sales tax to fund a variety of transportation projects throughout San Diego County. In November 2004, voters approved an extension ordinance and expenditure plan (Proposition A) that extends the TransNet program to 2048. During the 60 year life of the program, more than $17 billion will be generated and distributed among highway, transit, and local road projects throughout San Diego County. Staff will give a presentation that provides an overview of the TransNet program and how it relates to the City of Carlslbad. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. The inclusion of the SCS is required by Senate Bill 375 and the San Diego region is first in California to produce a Regional Transportation Plan with a Sustainable Communities Strategy. Mitigation Program Local System Projects 8.1%/$1.1B $250,000/$10M 2%/$280M 38%/$4.65B 1%/$140M 4.4%/$600M 1.8%/$250M 29.1%/$3.95B 2.1%/$280M16.5%/$2.24B TransNet Major Projects and Programs (Percentage/2002 Dollars over the 40 Year Expenditure Plan) TransNet Ordinance Sections of Interest •Maintenance of Effort (MOE) •Regional Transportation Congestion Improvement Program (RTCIP) •Independent Taxpayer Oversight Committee (ITOC) Sections of Interest •Maintenance of Effort –Revenues provided by Transnet are to be used to augment, not supplant existing local revenues being used for transportation purposes. –Local agencies shall maintain as a minimum the same level of local discretionary funds expended for street and road purposes on average over FY 01,02 and 03 as adjusted. •In FY 08/09 the MOE requirement was $6.2M and the City’s qualifying expenditures were $8.7M •In FY 13/14 the MOE requirement was $5.6M and the City’s qualifying expenditures were $9.0M Sections of Interest •Regional Transportation Congestion Improvement Program –Each local agency shall contribute $2000 in exactions for each newly constructed residential housing unit. –The contribution is adjusted annually and the current value is $2,254 for each newly constructed residential housing unit. –The funds shall be used to construct improvements on the Regional Arterial System. –The TIF as adopted in 2008 accomplishes this requirement.
