RECOMMENDED ACTION:
To receive a staff presentation on the public art master plan process conducted bythe Cultural Arts
office and an overview of public art by consultant Gail Goldman.
ITEM EXPLANATION:
For FY 2014-15 the City Council approved funding for a public art master plan, the first focus in this area
since the development ofthe previous plan in 1996. The Arts, History, Culture and Education element of
the City's General Plan recognizes that an aesthetic environment and connections to culture and
education are essential characteristics of a community that values its quality of life and wishes to be seen
by its residents, neighbors and visitors as an attractive and desirable place, addressing the needs of the
human spirit. Building an enduring public art collection inspires the community, enhances its livability,
appeals to visitors, and becomes a growing source of community pride.
A public art master plan wiil work in tandem with a number of city pianning initiatives such as the Parks
Master Plan, Village and Barrio Master Plan and Carlsbad General Plan, to help develop a vision and
framework for public art that supports village and neighborhood development, creates engaging public
spaces for residents and visitors, and contributes to overall identity and quality of life in Carlsbad.
Presently, Gail Goldman, the master plan consultant, and staff are initiating the planning process which
will include research, an analysis of city public art policies and practices, interviews with community
leaders, stakeholders and residents, and development of recommendations for future public art
development.
Staff will present an update on the public art master plan process and Ms. Goldman will provide an
overview of public art in America and solicit feedback to help inform the planning process moving
forward. The planning process is estimated to be completed by summer 2015.
FISCAL IMPACT:
There is no fiscal impact for receiving a presentation.
