RECOMMENDED ACTION:
Adopt Resolution No. 2015-005 , approving two grant requests from CB Ranch Enterprises, a subsidiary of
Carltas Company, and city administrative charges for a total of $18,150 to provide aid to the flower growing
operations of the Flower Fields at Carlsbad Ranch, and authorize the appropriation of Flower Field grant funds.
ITEM EXPLANATION:
On June 30, 1997, the city entered into an agreement with the California Coastal Conservancy to administer grants
supporting floriculture research for the preservation of the "Flower Fields" located on Carlsbad Ranch. On August
29, 1997, the city received a $935,000 grant from the Conservancy and deposited it into an interest accruing special
revenue account.
The agreement with the Conservancy stipulates which research projects may be funded. These include "species
vitality, multiple cropping opportunities, soil variables and conditions, climate, seed promulgation, and marketing
analysis." The agreement also stipulates that the amount of funds disbursed be limited to the amount of accrued
interest to date not previously expended or encumbered. At this time, the amount of accrued interest in the
account is approximately $18,402. The aggregate costs that CB Ranch incurred during 2013-14 ($33,579) exceeds
the funds available for grants. CB Ranch is requesting funding for 49 percent of the total costs for a total of $16,500
with the balance of costs to be borne by the Flower Fields. The current request is for $16,500, plus 10 percent
($1,650) for administration costs totaling $18,150. The requests grants are for two major research projects
undertaken in 2013-14. The projects and the corresponding grant requests are outlined in the table on the next
page.
The grants request has been reviewed and found consistent with the objectives of the Coastal Conservancy/City
of Carlsbad agreement regarding the Flower Field funds. Project budgets were reviewed and found to be
reasonable for equipment, supplies, services performed, etc. The city maintains financial accounts relating to the
projects.

FISCAL IMPACT:
CB Ranch Enterprises, a subsidiary of Carltas Company, is requesting $16,500 from the Flower Fields fund. Given
the interest accrual of the Flower Fields fund at this time (approximately $18,400), there are sufficient funds to
cover the combined grant requests ($16,500) as well as City of Carlsbad administrative costs (10 percent of grant,
or $1,650) for a total of $18,150.
ENVIRONMENTAL IMPACT:
The requested grants are for projects, which are exempt from environmental review pursuant to Section 15301
(Existing Facilities) of the California Environmental Quality Act (CEQA), which exempts projects that consist of the
"operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private
structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use
beyond that existing at the time of the lead agency's determination."

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD
CALIFORNIA, APPROVING TWO GRANT REQUESTS FROM CB RANCH
ENTERPRISES, A SUBSIDIARY OF CARLTAS COMPANY, FOR
RESEARCH PROJECTS INTENDED TO ENSURE THE LONG-TERM
PRODUCTIVITY OF THE FLOWER FIELDS AT CARLSBAD RANCH.
CASE NAME: FLOWER FIELDS GRANT ALLOCATIONS
The City Council of the City of Carlsbad, California, does hereby resolve as follows:
WHEREAS, CB Ranch Enterprises, a subsidiary of Carltas Company, as property
owner and on behalf of the "Flower Fields" grower, has filed a request for two grants for research
conducted during the 2013-14 growing season; and
WHEREAS, the first grant request is for $4,411.20 for research conducted on new
herbicides targeting weeds; and
WHEREAS, the second grant request is for $12,088.80 for research conducted on
alternatives to Methyl Bromide; and
WHEREAS, the city administration fee for the grants is $1,650; and
WHEREAS, staff has reviewed and recommends that each grant is consistent with
the purpose stipulated in the agreement between the city and the California Coastal Conservancy
and with reasonable and customary costs associated with the scope of work covered in each
grant request; and
WHEREAS, the City Planner has determined that the projects covered by the grant
requests are categorically exempt from environmental review pursuant to §15301 (existing
facilities); and
WHEREAS, there are sufficient funds in the special revenue fund to cover both of
the grants and the city's administrative costs.

NOW, THEREFORE BE RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Flower Fields Grants No. 1 and 2 for 2013-14 are approved.
3. City Council authorizes the appropriation of $18,150 from the Flower Fields
Fund to pay for the grants ($16,500) and the city's administrative costs ($1,650).
Condition:
1. Prior to the submittal of any future grant requests, the property owner/applicant shall
submit a report to the Carlsbad Community and Economic Development Department
detailing how much each project met the intended objectives.

We request funding support for major research projects undertaken in 2013-14
Research Work Undertaken
Projects for which support is requested are (1) Tests of a series of new herbicides, (2)
continuation of the tests and evaluation of fumigation alternatives to Methyl Bromide.
While the aggregate of costs incurred ($33,579) exceeds funds we understand are available for
grants, we ask for approval for these projects and funding for approximately49% of the total costs
for a total grant of $16,500 with the balance of costs ($17,079) to be borne by the Flower Fields.
1. Herbicide Trial (1 Acre)
Narrative from 2012:
The hand weeding costs for the Flower Fields are very significant and as a result we continue to
seek new and novel herbicides that can help lower the populations of our target weeds. The
search becomes even more critical as the phase out process of Methyl Bromide continues to
advance nationally and internationally. To date we have trialed many materials with variable
results. This past season we focused on a newer material with the most promise to date,
Quicksilver.
Quicksilver is a post -emergent herbicide therefore our trials were focused once again on the
critical aspects of rate per acre as well as timing relative to stage of growth for both the
ranunculus crop itself as well as the weed.
The trials indicated that we had very good control of our weed targets with only slight impact on
crop development for mid -range labeled rates.
The trial will be scaled up to larger blocks in 2012-13 with an additional focus on potential for
"residual activity° from the previous year's trial.
2013-14 Summary and Concluslons:
This trial was a roll over trial from 2011-12. As with any herbicide a multi year track record of
successful usage must be documented and scaled up systematically under a number of
environmental conditions to Insure that crop damage and yields are not impacted. In 2013-14
rates of usage were refine over approximately 1 acre. In addition the usage of the material for
spot small scale applications was reviewed. Through the trials this season we had very
successful control of Cheeseweed but limited control, especially at lower rates, of the other main
weed we are faced with, Clover. Overall the product did still perform well and has significant
application opportunities for the Flower Fields projects. As a result we have recently entered into

discussion with the manufacturer of the material, FMC, to determine the best course of action for
registering the product for use on our crops in Carlsbad.
2. Methyl Bromide Alternatives (1 acre)
Narrative from 2012:
As the Methyl Bromide phase out continues we are faced with the ongoing search for possible
replacements. In 2011 we were very optimistic that after many years of R&D the newly registered
fumigant, MIDAS, was going to be an effective replacement in our cropping system.
Unfortunately the manufacturer of the material has chosen to remove the product from the US. In
view of the circumstances we initiated trials in the 2011-12 crop year with the next best
alternatives focusing on not only application methodology and fumigant combinations but also on
a long term look at what the ramifications may be after multiple year's usage.
Year one of the went well with several alternatives demonstrating "acceptable" results yet clearly
identifying that one of the biggest limitations was weed control. Being a multi year trial we are
looking forward to results for years 2 & 3.
2013-14 Summary and Conclusions:
As noted in the narrative from 2012, this trial is designed as a repeating experiment observing the
mid to long term effects of the most probable materials to be used as replacements to Methyl
Bromide. This was the third year of replication with treatments established exactly on the same
spots as previous years. The results were very solid and clearly demonstrated similar crop yields
and quality as compared to our Methyl Bromide standard. Weed control however was once again
the limiting factor with the alternatives requiring double the hand weeding time of the Methyl
Bromide standard. This projects out to be a very significant increase in labor costs to the project
which when combined with the elevated application costs for the alternative materials results in a
serious challenge to operational profitability. Further studies will be required to find economically
viable methodologies to mitigate the pending loss.
As in the past, the support from this grant is an important element in our efforts to maintain the
unique monoculture of the flower Fields which gives Carlsbad a distinctive destination- without
the support our ability to take the risks Inherent in these trials would be very constrained, and the
benefits realized from past efforts may not have been achieved.
