FOR CERTAIN JOB CLASSIFICATIONS WITH AN
ANNUAL FISCAL IMPACT OF $3,000
RECOMMENDED ACTION:
Adopt Resolution No. 2015-007 approving a side letter between the City of Carlsbad and the Carlsbad City
Employees' Association (CCEA) that moves certain job classifications to a higher pay range at an annual fiscal
impact of $3,000.
ITEM EXPLANATION:
In December 2014 staff completed a study of the market competitiveness of the pay ranges for CCEA job
classifications. The results of the study showed that there are several job classifications with pay ranges that are
low in relation to comparable jobs in the San Diego public sector market. In order to sustain market
competitiveness as an employer and attract and retain highly qualified employees, staff recommends that these
fifteen job classifications be moved to a higher pay range. Representatives of the city and CCEA have met and
conferred and reached a tentative agreement regarding the recommended changes described above (see
Attachment A).
FISCAL IMPACT:
This action does not cause an employee's pay rate to increase unless their current pay rate falls below the
minimum of the new pay range for their job classification. The estimated annual cost of the recommended
changes to pay ranges for fifteen job classifications is $3,000 which includes salary and related benefits for
employees whose pay rate would need to be adjusted to the new pay range minimum. Funding for this is
included in the FY 2014-15 adopted budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning
of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonable
foreseeable indirect physical change in the environment; and therefore, does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING A SIDE LETTER WITH THE CARLSBAD
CITY EMPLOYEES' ASSOCIATION RE: PAY RANGES FOR SPECIFIED
JOB CLASSIFICATIONS
WHEREAS, the City Council recognizes the need to sustain market competitiveness as an
employer; and
WHEREAS, representatives of management and the Carlsbad City Employees'
Association (CCEA) have met and conferred in good faith pursuant to the Meyers-Milias-Brown
Act regarding wages and other terms and conditions of employment; and
WHEREAS, said representatives have reached agreement which they desire to submit to
the City Council for consideration and approval; and
WHEREAS, the City Council has determined it to be in the public interest to accept such
an agreement in the form of a side letter marked Attachment A and incorporated by reference
herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows that:
1. The above recitations are true and correct.
2. The side letter between the City of Carlsbad and the Carlsbad City Employees'
Association (CCEA) as set forth in Attachment A is hereby approved and the City Manager is
authorized and directed to execute it.
3. The salary schedules for CCEA-represented employees set forth in Attachments B
and D are hereby approved.

SIDE LETTER AGREEMENT TO THE
JANUARY 1, 2013 — DECEMBER 31, 2014
MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF CARLSBAD AND THE CARLSBAD CITY EMPLOYEES' ASSOCIATION (CCEA)
REGARDING THE CCEA SALARY SCHEDULE
EFFECTIVE: 11T FULL PAY PERIOD FOLLOWING CITY COUNCIL APPROVAL
This side letter memorializes an agreement reached between the City of Carlsbad ("City") and
the Carlsbad City Employees' Association ("CCEA"), to reflect an agreed upon amendment to
the January 1, 2013 — December 31, 2014 Memorandum of Understanding ("MOU") entered
into between the City and CCEA. All other terms and conditions of the existing MOU shall
remain in full force and effect. The changes are listed below.
1. Effective the first day of the pay period following City Council approval of this side letter,
the CCEA salary schedule shall be amended as follows:

2. Effective the first day of the pay period following City Council approval of this side letter,
the Carlsbad Municipal Water District (CMWD) salary schedule shall be modified so that the
pay range for CMWD SCADA Technician is set equal to the pay range for the SCADA
Technician classification listed on the CCEA salary schedule.
It is the understanding of the City and CCEA that this side letter is of no force or effect
whatsoever, unless and until adopted by resolution of the City Council of the City.
