RECOMMENDED ACTION:
Adopt Resolution No. 2015-009 accepting the completed construction of a Carlsbad Archway Sign, PS
13-110, and directing the City Clerk to record a Notice of Completion in accordance with State law and city
ordinance.
ITEM EXPLANATION:
On June 17, 2014, the City Council adopted Resolution No. 2014-130 approving sign application no. PS 13-110
and accepted the offer to donate a community archway sign to the City of Carlsbad across Carlsbad Boulevard
at Carlsbad.Village Drive. TaylorMade Golf Company donated the funds to design, fabricate, and install the
sign for the Chamber of Commerce at a cost of approximately $225,000. The Chamber of Commerce has
offered to donate the sign to the City of Carlsbad.
The contractor, Federal Heath Sign Company, installed the sign on December 29, 2014. Power connection was
completed on January 3, 2015. City staff has inspected the work and found it to be satisfactory. Staff
recommends acceptance of the completed work by City Council.
FISCAL IMPACT:
There are no costs to the city for construction and installation of the sign nor will the city be subject to
reimbursing any of the estimated construction and installation costs. However, the city will be responsible for
ongoing operation and maintenance costs. Total annual operating and maintenance costs, which includes
electrical costs to light the sign, replacement of LED lights, pressure washing signs and posts and periodic
painting of signs and posts, is estimated at $5,800. Cost of operation and maintenance will be absorbed in the
Streets Division budget.
ENVIRONMENTAL IMPACT:
Acceptance of a donation and recording of a Notice of Completion is a ministerial process and is exempt from
the requirements of the California Environmental Quality Act (CEQA) pursuant to Carlsbad Municipal Code
Section 19.04.070 A.1.a.

RESOLUTION NO. 2015-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE COMPLETED CONSTRUCTION OF A
CARLSBAD ARCHWAY SIGN, PS 13-110, AND DIRECTING THE CITY CLERK
TO RECORD A NOTICE OF COMPLETION IN ACCORDANCE WITH STATE
LAW AND CITY ORDINANCE.
WHEREAS, the City Council adopted Resolution No. 2014-130 on June 17, 2014 to
approve the Carlsbad Archway Sign application and accept the offer to donate a community archway
sign to the City of Carlsbad across Carlsbad Boulevard at Carlsbad Village Drive; and
WHEREAS, installation and power connection of the Carlsbad Archway Sign was
completed to the city's satisfaction by Federal Heath Sign Company on January 3, 2015; and
WHEREAS, the formal Notice of Completion has been prepared; and
WHEREAS, all project costs to date have been established.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. That the Carlsbad Archway Sign, specifically identified as Project No. PS 13-110,
is deemed complete and is hereby accepted by the City Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to
execute and record the Notice of Completion for the Carlsbad Archway Sign, specifically identified as
Project No. PS 13-110.
