CED COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING ADVISORY COMMITTEE MEMBERS CITY MANAGER ^— RECOMMENDED ACTION: Adopt Resolution No. 2015-013 appointing new members to the City of Carlsbad's Community Activity Grant (CAG) and Community Development Block Grant (CDBG) Funding Advisory Committee members. ITEM EXPLANATION: The City of Carlsbad administers several grant programs which provide financial support for activities that benefit Carlsbad residents and the larger community. The Housing and Neighborhood Services Division administers two of these programs: Community Activity Grant (CAG) and Community Development Block Grant (CDBG) Programs. Prior to City Council review and consideration, both grant programs utilize citizen advisory committees to assist in the development of funding recommendations. Appointments to both committees are a voluntary service for two consecutive years. Both committees have the same representation from citizens appointed from each quadrant. The Boards and Commissions representatives vary slightly between the two funding advisory committees. Community Activity Grant Program Through the CAG, the City Council provides funding opportunities to organizations who offer enhanced services and programs to both residents and visitors. Eligible activities include, but are not limited to: enrichment programs, neighborhood improvements and seed money to new efforts within Carlsbad. The CAG Advisory Committee is composed of the following representation: one Senior Commissioner, one Parks & Recreation Commissioner, one Library Board of Trustee and four citizens-at-large with one from each quadrant ofthe city. The Citizen Participation Plan set forth for Carlsbad's CDBG program specifies the formation of a seven member Funding Advisory Committee to make recommendations regarding funding allocations to the City Council. The Mayor, subject to the majority concurrence ofthe City Council, appoints seven members to the Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior Commissioner and four citizens-at-large, one from each quadrant ofthe city. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, appointment of advisory committee members does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. EXHIBIT 1 1 2 25 26 27 28 RESOLUTION NO. 2015-013 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING NEW MEMBERS TO THE COMMUNITY 4 ACTIVITY GRANTS AND COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING ADVISORY COMMITTEES. 5 g The City Council ofthe City of Carisbad, California, does hereby resolve as follows: 7 WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development 8 Block Grant Program specifies the formation of a seven member citizen advisory committee to make recommendations regarding CDBG funding allocations to the City Council; and WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint seven members to the CDBG Funding Advisory Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one Senior 9 10 11 12 13 Commissioner, and four citizens-at-large (one from each quadrant); and 15 WHEREAS, City Council Policy 51 specifies the formation of a seven member 16 Citizen Grant Review Committee to make funding recommendations regarding Community Activity Grants to the City Council; and WHEREAS, City Council Policy 51 specifies that the City Council shall appoint seven community members with the following representation: one Senior Commissioner, one Library Board of Trustee representative, one Parks and Recreation Commissioner, and four citizens-at- 17 18 19 20 21 22 large (one from each quadrant); and 23 WHEREAS, the Funding Advisory Committee appointees shall serve two year terms 24 of service. NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.
