REQUEST FOR OUT-OF-STATE TRAVEL TO
ATTEND SOCIAL MEDIA, THE INTERNET, AND
LAW ENFORCEMENT CONFERENCE

RECOMMENDED ACTON:
Adopt Resolution No. 2015-015 authorizing out-of-state travel from the Police Department for
the Community Relations Manager to attend the 2015 Social Media, the Internet, and Law Enforcement
(SMILE) conference, in Phoenix, Arizona, April 28-30, 2015.
ITEM EXPLANATION:
The SMILE Training Conference is devoted to the adoption of social media by law enforcement agencies
worldwide for public outreach, crime prevention, and forensics. The curriculum includes using social
media to build new relationships with communities, critical event management using social media
platforms, and forensic use of social media platforms for criminal investigations.
Social media, including Facebook and Twitter, has become an important means of communication for
the Police Department. The department currently has about 1,300 Facebook friends and over 1,000
Twitter followers. The SMILE Conference helps the department keep pace with the latest trends in law
enforcement social media.
FISCAL IMPACT:
The cost to attend the conference, including hotel and per diem, is $950. Funds are available in the
Police Department Fiscal Year 2014-15 General Fund budget to pay the cost to attend the conference.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore, does not require environmental review.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING OUT-OF-STATE TRAVEL FOR POLICE
DEPARTMENT STAFF TO ATTEND THE SOCIAL MEDIA, THE
4 INTERNET AND LAW ENFORCEMENT CONFERENCE IN PHOENIX,
ARIZONA

^ WHEREAS, the City Council concurs that it is in the public interest to authorize
7 out-of-state travel for the Community Relations Manager to attend the 2015 Social Media, the
8 Internet, and Law Enforcement (SMILE) conference in order to further the adoption of social
9 media for public outreach, crime prevention, and forensics; and
WHEREAS, the Police Department has funds available in the Fiscal Year 2014-15
11 General Fund budget to pay the cost of the workshop and all out-of-state travel expenses.
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad,
California, as follows that:
1. The above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with city policy for
one Community Relations Manager to attend the Social Media, the Internet, and
18 Law Enforcement (SMILE) conference, in Phoenix, Arizona, April 28-30, 2015.
