CED ADOPT A RESOLUTION AUTHORIZING OUT OF STATE TRAVEL FOR THE VOLUNTEER SERVICES COORDINATOR TO ATTEND THE VOLUNTEER ADMINISTRATION CONFERENCE IN BROOKLYN PARK, MINNESOTA MAY 13-15, 2015 CITY MANAGER/^ jjf^ RECOMMENDED ACTION: Adopt Resolution No. 2015-024 authorizing out of state travel for the volunteer services coordinator to attend the 2015 Conference on Volunteer Administration to be held in Brooklyn Park, Minnesota, May 13-15, 2015. ITEM EXPLANATION: To remain relevant and well-trained in volunteer services, the city's volunteer services coordinator routinely attends trainings and conferences for learning and program enhancement purposes. The volunteer services coordinator typically attends the annual Points of Light National Volunteer Conference, which is held for 4 days during the summer and is nearly always out-of-state. The FY 2014-15 City of Carlsbad budget included Council approval for the volunteer services coordinator to once again attend this conference, with the location to be determined but assumed to be out of state. Unfortunately, the Points of Light conference is not being held this fiscal year. Therefore, staff is requesting approval for the volunteer services coordinator to attend an alternate out of state conference for volunteer administration to be held in Brooklyn Park, Minnesota in May, 2015. FISCAL IMPACT: The approved budget for fiscal year 2014-15 included $2,950 for out of state travel for the volunteer services program. The approved funding is sufficient to cover all estimated costs of this alternate out of state conference for the volunteer services coordinator. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environnnental review.
