RECOMMENDED ACTION:
Adopt Resolution No. 7015-025 , appointing Ulrich Samietz, representing Park
Hyatt Aviara, to the Carlsbad Tourism Business Improvement District Board (CTBID).
ITEM EXPLANATION:
Scott Allen, the previous Park Hyatt Aviara General Manager, resigned from the CTBID, effective
December 19, 2014. Mr. Allen was appointed by City Council Resolution No. 2013-262.
Resolution No. 2005-332 states that members representing the largest hotel businesses within the
City are to be appointed without term limits. Park Hyatt Aviara is one of the largest hotels in the
City of Carlsbad.
It is requested that Ulrich Samietz, the new General Manager of Park Hyatt Aviara be appointed to
the Carlsbad Tourism Business Improvement District Board, with no term limit.
Others members of the CTBID Board are Kimberly Akers, West Inn & Suites, Hector Becerra,
Holiday Inn Carlsbad by the Sea, Bill Canepa, WaveCrest Oceanfront, Larry Magor, Omni La Costa
Resort & Spa, Nancy Nayudu, Pelican Cove Inn, Timothy Stripe, Grand Pacific Resports.
NOTE: Members of the Carlsbad Tourism Business Improvement District Board are subject to
the provisions of the Political Reform Act, and must file a Statement of Economic Interests.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause wither a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

WHEREAS, Mr. Allen was appointed in November, 2013, with no term limit as specified in

Resolution No. 2005-332, and
11 WHEREAS, Ulrich Samietz has replaced Mr. Allen as General Manager of Park Hyatt Aviara
12 and has expressed an interest in being appointed to the Board.
NOW THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California,
as follows:

Please accept this letter as notification of my resignation, effective December 19, 2014,
from the boards ofthe Carlsbad Tourism Business Improvement District and the
Carlsbad Golf Lodging Business Improvement District, due to the fact that 1 am
relocating to Hawaii, as the new General Manager ofthe Andaz Maui Resort. I have
thoroughly enjoyed my time in Carlsbad and will be taking many great memories with
me. I also hope that my participation on these boards has had a positive impact on
tourism and exposure for the city.
I wish you all the very best and I leave you with my thanks for all that you do to
represent the community so well.
