RECOMMENDED ACTION:
Adopt Resolution No. 2015-031 accepting bids and awarding the contract to PAL General
Engineering for construction ofthe Pavement Overlay Project No. 6001-14OL.
ITEM EXPLANATION:
The Pavement Overlay Project No. 6001-14OL is part of the city's ongoing Pavement Management
Program. This road maintenance project will resurface portions of Carlsbad Village Drive (east of
Concord), Calle Barcelona (east of El Camino Real), and five residential roadways in the southeast
quadrant of the city by applying a rubberized asphalt concrete layer over the existing pavement. The
roadways, as listed in Exhibit 2, were selected based on the existing condition ofthe pavement.
On January 7, 2015, eleven (11) sealed bids were received for the construction of this project as shown
on the following table.

Staff has completed its review of the contract documents and has determined that they are in order.
Staff recommends that PAL General Engineering be awarded the contract.

The estimated construction cost for the Pavement Overlay Project is shown in the table below:

There are sufficient funds available to complete the Pavement Overlay Project, as shown above. The
funds used on this project are Pavement Management Program funds which consist of non-jurisdictional
fees (generated from trash haulers). Gas Tax funds, and TransNet-Local funds available for drawdown
from SANDAG. Remaining Pavement Management Program funds will be used on future pavement
rehabilitation and resurfacing projects.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CECJA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.
PUBLIC NOTIFICATION:
None.

WHEREAS, the City Council of Carlsbad, California has determined that it is necessary,
desirable, and in the public's best interest to construct the Pavement Overlay Project No. 6001-
140L; and
.,Q WHEREAS, on November 18, 2014, the City Council of the City of Carlsbad approved
11 plans for the construction of the Pavement Overlay Project No. 6001-14OL; and
"12 WHEREAS, eleven (11) sealed bids were received on January 7, 2015 by the City of

Carlsbad for the construction ofthe Pavement Overlay Project No. 6001-14OL; and

WHEREAS, the lowest responsive and responsible bid to construct said project was
15
submitted by PAL General Engineering in the amount of $1,149,871; and

yj WHEREAS, there are sufficient funds available in the Pavement Management Program
18 to complete the project; and
""^ WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the
City Manager to approve change orders in the amount equal to the contingency set at the time ot

project award.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

25 1. That the above recitations are true and correct.

2. That the low bid of $1,149,871 submitted by PAL General Engineering for the
construction of the Pavement Overlay Project No. 6001-14OL is accepted and the Mayor is hereby
authorized to execute a contract for this project.
3. That the City Manager is hereby authorized to approve construction change
orders up to $150,000.
4. That the award of this contract is contingent upon the bidder submitting the
lowest responsible bid executing the required contract and submitting the required bonds and
insurance policies, as described in the contract, within twenty (20) days of adoption of this
resolution. The City Manager may grant reasonable extensions of time.
