DEPT. 21,853 02-10-15 PW-TRAN ESTABLISH A PRIMA FACIE SPEED LIMIT UPON A PORTION OF HUMMINGBIRD ROAD DEPT. DIRECTOR CITY ATTY. CITY MGR RECOMMENDED ACTION: Introduce Ordinance No. CS-267 to establish a 30 mile per hour speed limit upon Hummingbird Road from Batiquitos Drive to Rock Dove Street. ITEM EXPLANATION: Hummingbird Road provides a through-street connection between the Aviara community to the west and Seaport community to the east. It functions as a residential collector and is unclassified in the Circulation Element of the Carlsbad General Plan. The subject portion is approximately 0.24 miles long, has no posted speed limit and is constructed with street lights, curb and gutter, and sidewalk on both sides ofthe roadway. Approximately 1,100 vehicles utilize the roadway on a daily basis. To establish a speed limit, a speed survey was conducted on July 24, 2014 that resulted in a critical speed determination of 30 miles per hour. The critical speed is the speed at which 85% of the drivers are traveling at or below. Based on the requirements found in the California Vehicle Code and the California Manual on Uniform Traffic Control Devices, a posted speed limit of 30 miles per hour was determined to be appropriate. The segment of Hummingbird Road east of Rock Dove Street meets the criteria for a Residence District per the California Vehicle Code and is posted at 25 miles per hour. At their meeting on November 3, 2014, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a speed limit upon Hummingbird Road from Batiquitos Drive to Rock Dove Street. The Traffic Safety Commission recommended, by a 4-0 vote, to establish a 30 mile per hour speed limit on the subject portion of Hummingbird Road. FISCAL IMPACT: The installation of two (2) speed limit signs will cost approximately $400. Sufficient funds are available in the Streets Maintenance budget. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion.
