RECOMMENDED ACTION:
Introduce Ordinance No. CS-267 to establish a 30 mile per hour speed limit upon Hummingbird Road
from Batiquitos Drive to Rock Dove Street.
ITEM EXPLANATION:
Hummingbird Road provides a through-street connection between the Aviara community to the west
and Seaport community to the east. It functions as a residential collector and is unclassified in the
Circulation Element of the Carlsbad General Plan. The subject portion is approximately 0.24 miles long,
has no posted speed limit and is constructed with street lights, curb and gutter, and sidewalk on both
sides ofthe roadway. Approximately 1,100 vehicles utilize the roadway on a daily basis.
To establish a speed limit, a speed survey was conducted on July 24, 2014 that resulted in a critical speed
determination of 30 miles per hour. The critical speed is the speed at which 85% of the drivers are
traveling at or below. Based on the requirements found in the California Vehicle Code and the California
Manual on Uniform Traffic Control Devices, a posted speed limit of 30 miles per hour was determined to
be appropriate. The segment of Hummingbird Road east of Rock Dove Street meets the criteria for a
Residence District per the California Vehicle Code and is posted at 25 miles per hour.
At their meeting on November 3, 2014, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a speed limit upon Hummingbird Road from Batiquitos Drive
to Rock Dove Street. The Traffic Safety Commission recommended, by a 4-0 vote, to establish a 30 mile
per hour speed limit on the subject portion of Hummingbird Road.
FISCAL IMPACT:
The installation of two (2) speed limit signs will cost approximately $400. Sufficient funds are available
in the Streets Maintenance budget.
ENVIRONMENTAL IMPACT:
The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines
Section 15301(c) - minor alteration of existing facilities, including streets, sidewalks, gutters, and similar
facilities involving negligible or no expansion.

^ NOW, THEREFORE, the City Council of the City of Carlsbad, California, hereby
3 ordains as follows that:
9 1. Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the addition
10 of Section 10.44.871 to read as follows:
11 "10.44.871 Hummingbird Road.
Upon Hummingbird Road from Batiquitos Drive to Rock Dove Street, the
prima facie speed limit shall be thirty miles per hour." 13

EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its
adoption; and the city clerk shall certify the adoption of this ordinance and cause the full text of the
^7 ordinance or a summary of the ordinance prepared by the city attorney to be published at least
18 once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its
