CED ADOPT RESOLUTION REQUESTING OUT-OF-STATE TRAVEL TO ATTEND CONFERENCE FOR TYLER TECHNOLOGIES' ENERGOV LAND MANAGEMENT AND LICENSING SOFTWARE CITY MANAGER ^^-^^ RECOMMENDED ACTION: Adopt Resolution No. 2015-047 authorizing out-of-state travel for the Development Services Manager, Community & Economic Development Management Analyst, Information Technology Senior Applications Analyst and Information Technology GIS Administrator to attend a three day conference, held in Atlanta, Georgia, on the Energov Land Management and Licensing software from May 4-6, 2015. ITEM EXPLANATION: On September 9, 2014, City Council authorized contracts with Tyler Technologies to implement the Energov software as the city's Integrated Community Development System (ICDS). Tyler Technologies was the selected vendor, after an extensive RFP process, to fulfill the City Council's goal to update the city's permitting and licensing technology. This three-day conference offers in-depth sessions to gain greater understanding ofthe software, to learn about upcoming features and functions ofthe software, and to target key functional areas related to the city's implementation. The Energov software is a highly flexible tool that is configured according to each city's needs. This conference will provide staff with the opportunity to meet the vendor's other clients in order to discuss best practices related to land management and license processing. Collaborating with other clients of Energov will provide additional expertise to city staff throughout the implementation of the project and will aid in changing the city's existing business processes to fully leverage the capabilities ofthe software. FISCAL IMPACT: The cost to attend the training is approximately $2,500, which includes the conference, applicable flights, transportation, lodging and meals. Funds are available in the Community & Economic Development Department budget to cover all estimated costs for the Development Services Manager and the Community & Economic Development Management Analyst. Funds are available in the Information Technology Department budget to cover all estimated costs for the Information Technology Senior Applications Analyst and Information Technology GIS Administrator. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
