RECOMMENDED ACTION:
Adopt Resolution No. 2015-053 authorizing out of state travel for Battalion Chief Luis Osuna
on behalf of the Carlsbad Fire Department to attend the International Critical Incident Stress
Foundation's (ICISF) 13^'' Biennial World Congress on Stress, Trauma and Coping, held in Baltimore, MD
on May 11-16, 2015.
ITEM EXPLANATION:
The Carlsbad Fire Department is requesting authorization to allow Battalion Chief Osuna to attend the
ICISF 13*^ Biennial World Congress on Stress, Trauma and Coping held in Baltimore, MD on May 11-16,
2015. This is the largest and most visible training event that the ICISF produces in a two-year period, in
addition to being a premier forum for a multi-disciplinary exchange of ideas and information among
those who provide crisis intervention services. The ICISF 13**^ World Congress will provide leadership,
education, and training, as well as presentations on crisis intervention and disaster behavioral health
services. The multiple training sessions and networking opportunities will further enhance the Carlsbad
Fire Department's abilities as their own peer support team is built to assist employees in the areas of
crisis intervention and coping with trauma.
FISCAL IMPACT:
The cost to attend the conference as well as travel and lodging is approximately $2,600 and will be paid
for using funds the Fire Department has earned through the California Fire Fighter Joint Apprenticeship
Committee (CALJAC). CALJAC funds are accumulated through new firefighters being enrolled into the
Joint Apprenticeship Program, and completing the required training.
CAUAC seeks to improve the quality of education and training within the fire service and set a
professional standard for firefighters through the State of California. A collaboration ofthe Office ofthe
California State Fire Marshall, representing management, and the California Professional Firefighters,
representing labor, this partnership creates a balance that benefits California fire departments,
firefighters and ultimately the communities in which they serve.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

5 WHEREAS, City Council Policy Number 2 governs requests for out of state travel by
6 employees when such travel benefits the City of Carlsbad; and
WHEREAS, the City Council agrees that it is in the public's best interest to authorize out
of state travel for Battalion Chief Osuna to attend the International Critical Incident Stress
Foundations 13**^ Biennial World Congress on Stress, Trauma and Coping on May 11-16, 2015, in
