RECOMMENDED ACTION:
Adopt Resolution No. 2015-054 authorizing out of state travel for Management Analyst
Brianne Daley on behalf of the Carlsbad Fire Department to attend the Emerging Professionals
Leadership Institute, held in Portland, OR on March 25-26, 2015.
ITEM EXPLANATION:
The Carlsbad Fire Department is requesting authorization to allow Management Analyst Brianne Daley to
attend the Emerging Professionals Leadership Institute held in Portland, OR on March 25-26, 2015. This
is an ICMA University leadership program that offers early career professionals and emerging leaders a
way to build their leadership skill set through the art and practice of leadership. Content over the two
day workshop will include the identification of effective management and supervision styles, discussions
with ICMA executive directors, and work sessions on how to make "smart financial decisions."
FISCAL IMPACT:
The cost to attend the conference as well as lodging, meals and fuel is approximately $623.00 and will be
paid for using funds within the Fire Department's budget.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

5 WHEREAS, City Council Policy Number 2 governs requests for out of state travel by

employees when such travel benefits the City of Carlsbad; and
WHEREAS, the City Council agrees that it is in the public's best interest to authorize out
of state travel for Management Analyst Brianne Daley to attend the Emerging Professionals
Leadership institute on March 25-26, 2015, in Portland, OR; and
11 WHEREAS, sufficient funds are available in the General Fund Fire Department budget;
12 and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
