ASD-HR ADOPT RESOLUTION REVISING THE HOURLY SALARY SCHEDULE, AUTHORIZING PAY INCREASES FOR HOURLY (PART-TIME) EMPLOYEES WITH AN ANNUAL FISCAL IMPACT OF $235,000 AND APPROPRIATING FUNDS OF $65,000 CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2015-059 revising the Hourly Salary Schedule, authorizing pay increases for hourly (part-time) employees at an annual fiscal impact of $235,000 and appropriating funds of $65,000. ITEM EXPLANATION: The hourly salary schedule was last amended to reflect the July 1, 2014 minimum wage increase from $8.00 to $9.00 per hour. Since then, staff completed a review of the competitiveness of the hourly salary ranges in the San Diego public agency market. The market review determined that many ofthe salary ranges are out of alignment with the local market. Except for the 2014 minimum wage adjustment, the hourly salary ranges have not been reviewed for market competitiveness nor adjusted since 2008. Staff recommends amending the Hourly Salary Schedule as shown in Attachment A. This includes the addition of six new classifications that more accurately reflect the job duties required by city staff to deliver current city services. Hourly employees comprise approximately eighty percent ofthe staff in the Parks & Recreation and Library & Cultural Arts departments at the City of Carlsbad, and they work in several other city departments as well. This group consists of 400 to 500 employees, depending on the season. Hourly employees did not receive pay increases during calendar years 2010 through 2013. Some hourly employees received a three percent pay increase in calendar year 2014. In order to sustain market competitiveness and attract and retain highly qualified employees in this group, staff also recommends giving all hourly part-time employees who were hired prior to January 1, 2015 (excluding those in the classifications of Retired Annuitant Police Officer and Hourly Professional) a four percent salary increase effective the first day of the pay period following City Council approval. If this increase results in a pay rate that is below the new range minimum, staff recommends setting their pay rate equal to the new range minimum. FISCAL IMPACT: The annual fiscal impact associated with the actions described above is $235,000, and includes salary and related benefits. The impact to the Fiscal Year 2014-15 budget is $65,000. An appropriation of $65,000 is being requested from the General Fund Council Contingency account for the requested increase.
