Adopt Resolution No. 2015-077 accepting the contract for construction of the Las Palmas
Facility Renovations, Project No. 4702 as complete and approval of the plans and specifications and
directing the City Clerk to record a Notice of Completion and release bonds in accordance with State Law
and City Ordinances.
ITEM EXPLANATION:
On July 30, 2014 the City of Carlsbad awarded a design/build contract to Prava Construction Services, Inc.
in the amount of $388,537 for the renovation of the Las Palmas Facility, Project No. 4702.
Prava Construction Services, Inc. completed the work on December 30, 2014. City staff has inspected the
work and found it to be satisfactory. Staff recommends acceptance of the work and approval of the plans
and specifications by City Council.
FISCAL IMPACT:
The Las Palmas Facility Renovation project was completed under the approved budget and on schedule.
The City of Carlsbad contracted with Prava Construction Services Inc. for $388,537 of which $18,228 is
currently being withheld as retention pending the release of the bond.

ENVIRONMENTAL IMPACT:
The approval of a Notice of Completion is a ministerial process and is exempt from the requirements of
the California Environmental Quality Act (CEQA) pursuant to Carlsbad Municipal Code Section
19.04.070A.l.a.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING THE CONSTRUCTION OF THE LAS
PALMAS FACILITY RENOVATIONS, PROJECT NO. 4702 AS
COMPLETE AND APPROVAL OF THE PLANS AND SPECIFICATIONS,
AND DIRECTING CITY CLERK TO RECORD NOTICE OF COMPLETION
AND RELEASE BONDS IN ACCORDANCE WITH STATE LAW AND
CITY ORDINANCES.
EXHIBIT I
WHEREAS, the construction of the Las Palmas Facility Renovations was completed to
the city's satisfaction by Prava Construction Services, Inc. on December 31, 2014; and
WHEREAS, the formal Notice of Completion has been prepared; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Las Palmas
Facility Renovations , Project No. 4702, have been prepared and are on file in the Engineering
Department of the City of Carlsbad and are incorporated herein by reference;
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California
as follows:
1. That the above recitations are true and correct.
2. That the Las Palmas Facility Renovations, specifically identified as Project No. 4702
is deemed complete and is hereby accepted by the City Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to execute
24 and record the Notice of Completion for the Las Palm as Facility Renovations Project No. 4702.

4. That the plans, specifications, and contract documents for Las Palmas Facility
Renovations , Project No. 4702 are on file in the Public Works Department of the City of
Carlsbad and are hereby approved (no permit was required).
