RECOMMENDED ACTION:
Adopt Resolution No. 2015-082 authorizing the Chief Technology Officer and the Project Management
Office Manager to attend two summits, held in Grapevine, Texas, to gain critical insights and advice on
how to develop an enterprise-wide digital business strategy, and how to master new competencies and
approaches needed to meet the demands of the digital age, June 1 - 4, 2015.
ITEM EXPLANATION:
The purpose of the travel is to attend the Gartner Enterprise Architecture and the IT Governance
Summits.
The IT Governance Summit will provide information on how best to analyze where current technology
governance falls short within the organization, and how to improve IT investment decisions. Also covered
are learning sessions that will educate attendees on how best to build a business-capable workforce in
the digital age. This Summit will be attended solely by the Project Management Office Manager.
The Enterprise Architecture Summit will be attended by both the Chief Technology Officer and the Project
Management Office Manager. This summit will provide insight into technology trends facing the city such
as predictive analytics, cloud computing, mobile technologies and smart machines.
FISCAL IMPACT:
The cost to attend these summits is approximately $3,700.00 for the Chief Technology Officer (Enterprise
Architecture Summit only) and $6,000.00 for the Project Management Office Manager (both the
Enterprise Architecture and the IT Governance Summits). These costs include admission to the summit,
applicable flights, shuttles, lodging, and meals. Funds are available in the Information Technology
Department budget to cover all estimated costs.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and therefore
does not require environmental review.

g WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-
7 state travel for the Chief Technology Officer and the Project Management Office Manager to
^ attend Gartner's Enterprise Architecture and IT Governance Summits in Grapevine, Texas; and
WHEREAS, these summits provide important information on enterprise architecture and
IT governance and how these methodologies can drive business and technology innovation to
deliver value to the city organization in new ways; and

j3 WHEREAS, the costs associated with this training and travel are covered by funds
14 available in the Information Technology fund.
15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:
1. The above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy, for the Chief
