EXHIBIT 1 WHEREAS, City facilities are necessary to meet the current and future Library & Cultural Arts services within the City of Carlsbad; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, 10 equipment, transportation, and other expenses necessary or incidental to renovate the Georgina 11 Cole (Cole) and Carlsbad City Library (Dove) libraries, Project Nos. 4020 and 4030, have been 12 prepared and are on file in the Engineering Department of the City of Carlsbad and are 13 incorporated herein by reference; and 14 WHEREAS, funding for said project has previously been appropriated from the General 15 16 Capital Construction Funds in the amount of $11,346,529; and 17 WHEREAS, payment of prevailing wages will be required as part of the subsequent 18 construction contract; and 19 20 21 22 23 WHEREAS, Public Contract Code ("PCC") §20101 authorizes cities to pre-qualify contractors who wish to bid on public works contracts; and authorizes staff to release invitations to bid to the qualified contractors; and WHEREAS, city staff prequalified five contractors to submit bids for the Library Renovations 24 Project in accordance with PCC §20101. 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1. That the plans, specifications, and contract documents for Library Renovation Projects, Project Nos. 4020 and 4030 are on file in the Public Works-Engineering Department of the City of Carlsbad and are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the Library Renovations Project, Project Nos. 4020 and 4030, in accordance with the plans, specifications, and contract documents referred to herein. Although we usually patronize the Dove Library, I am very familiar with the Cole as well and feel that the upgrades and improvements are definitely due. So many people use both libraries every day, and we all want and expect the best possible environments for our many and varied activities within and in the vicinity of both properties. The Libraries provide so many interesting and educational programs and a user-friendly and up-to-date environment enhances all these experiences. John and I hope the City Council will approve the plans and specifications for the upgrades to the system and look forward to spending time at the new and improved Library facilities.
