Fire ADOPTION OF RESOLUTION ALLOWING STAFF TO RESEARCH ALTERNATIVE SOLUTIONS FOR A NEW FIRE STATION NO. 2 AND RETURN TO COUNCIL WITH A REPORT AND RECOMMENDED ACTION CITY M^S^^/'I^ RECOMMENDED ACTION: Adopt Resolution No. 2015-092 allowing staff to research alternative solutions for a new Fire Station No. 2 and return to Council with a report and recommended action. ITEM EXPLANATION: Constructed in 1969 for the La Costa Fire Protection District, the current Fire Station No. 2 was designed to house one full-time firefighter to respond to and meet volunteers at the scene of an emergency. Over the last 45 years Fire Station No. 2 has proudly served the community of La Costa. During this time emergency responses citywide have increased from 500 incidents per year to over 11,000 incidents. Today, Fire Station No. 2 houses a fire engine, paramedic ambulance and five full-time professional firefighters, and is a critical component of emergency service delivery with its southern, central location within the City of Carlsbad. Modern fire apparatus are designed with personnel safety and environmental considerations, making them taller and longer. Because of this, only those apparatus built prior to 2005 can be accommodated in Fire Station No. 2. There is also inadequate storage for crucial equipment, including fire hose, firefighting apparel, and medical supplies. Given the changes in equipment and technology. Fire Station No. 2 has become obsolete and needs to be replaced. The new Fire Station No. 2 will: Accommodate modern firefighting equipment Provide gender specific facilities for a modern workforce Follow the architectural design elements of the surrounding community Meet today's building and seismic codes Provide space for student/Explorer ride-alongs, paramedic interns, and designated office space for administrative work • Meet Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) Standards Staff believes that the existing, pie-shaped lot will present challenges in yielding the square footage necessary for a modern fire station. Further research will be conducted and reported to Council. Staff will provide alternatives for Fire Station No. 2 within a geographic location that maintains compliance with the Growth Management Plan, explore opportunities for public/private partnerships, provide best value recommendations, and ensure the support of world-class community services. There are no identified funding sources to rebuild on the existing site or to acquire property and build a new fire station. The likely source of funding would be the General Fund, which would fall under the limitations imposed by Proposition H. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review.
