RECOMMENDED ACTION:
Adopt Resolution No. _ 2015-106 authorizing out of state travel for Fire Department
personnel to attend The Summit, held in Denver, CO on May 11-15, 2015.
ITEM EXPLANATION:
The Carlsbad Fire Department is requesting authorization to allow the EMS manager, management
analyst, and administrative secretary to attend The Summit held in Denver, CO on May 11-15, 2015.
Each year Zoll Medical Corporation hosts a conference for customers and individuals interested in the
latest technology for data management and improving patient outcomes. This year, with over 150
educational sessions, there are numerous opportunities to learn from industry leaders, discover
innovations within the fire and EMS industries and share industry and product knowledge. An area of
particular interest this year is Community Paramedicine.
As the lead administrator of the Community Paramedicine Program, the EMS manager will attend
workshops that focus on both the early stages of setting up a Community Paramedicine program as well
as building a lasting, robust program. These sessions will provide learning opportunities concentrated on
the successes and setbacks of experts who have developed successful programs. Including capturing and
analyzing financial and clinical/outcome data in order to demonstrate program impact. The
management analyst will focus on sessions that discuss financial sustainability and the development of
performance measures for the program. Providing the administrative support for the Community
Paramedicine program, the administrative secretary will attend sessions that focus on leadership, the
management of program data and performance measures.
FISCAL IMPACT:
The cost to attend the conference as well as travel and lodging is approximately $6,300.00 and will be
paid for using funds the Carlsbad Fire Department has earned through the California Fire Fighter Joint
Apprenticeship Committee (CAUAC). CAUAC seeks to improve the quality of education and training
within the fire service and set a professional standard for firefighters through the State of California. A
collaboration of the Office of the California State Fire Marshall, representing management, and the
California Professional Firefighters, representing labor, this partnership creates a balance that benefits
California fire departments, firefighters and ultimately the communities in which they serve.

Pursuant to Public Resources Code Section 21065, this request does not constitute a "project" within the
meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

^ WHEREAS, City Council Policy Number 2 governs requests for out of state travel by
7 employees when such travel benefits the City of Carlsbad; and
8 WHEREAS, the EMS manager, management analyst and administrative secretary seek
authorization to attend The Summit to attend educational sessions on Community
Paramedicine. Some ofthe educational sessions will include the successes and lessons learned
from experts who have developed successful programs, capturing and analyzing financial and
clinical/outcome data, financial sustainability, performance measures, leadership, and the
14 management of program data.
15 WHEREAS, the City Council agrees that it is in the public's best interest to authorize out
of state travel for fire department personnel to attend The Summit on May 11-15, 2015, in

Denver, CO; and

WHEREAS, the cost to attend the conference, including travel and lodging, is
20 approximately $6,300.00, and the Carlsbad Fire Department will be utilizing funds that have
21 been accrued through their participation in the California Fire Fighter Joint Apprenticeship
22 Committee (CAUAC);

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:

2. In accordance with city policy, out of state travel is hereby authorized for the
EMS manager, management analyst, and administrative secretary to attend The
Summit on May 11-15, 2015, in Denver, CO.
3. The approximate cost of the conference is $6,300.00 and will be paid for using
funds that the Carlsbad Fire Department has accrued through their participation in
the CAUAC.
