PW-TRAN ACCEPTANCE OF BIDS AND AWARD OF CONTRACT TO LEKOS ELECTRIC INC IN THE AMOUNT OF $183,300 FOR FARADAY AVENUE FIBER OPTIC IMPROVEMENTS CONTRACTNO. 40501 CITY MGR. <S\ RECOMMENDED ACTION: Adopt Resolution No. 2015-109 approving the plans and awarding the contract to Lekos Electric, Inc. in the amount of $183,300 for construction of the fiber optic cable along Faraday Avenue from the Faraday Building to El Camino Real. ITEM EXPLANATION: The fiber optic cable project addresses a critical gap in the city's ongoing traffic signal communication network. This project provides the last conduit link along roadway segments between the Traffic Management Center (TMC) in the Faraday Center and the Alga Norte Park along Poinsettia Lane. Once the fiber optic cable is installed, the TMC will have direct fiber optic links to 22 traffic signals to improve overall traffic signal operations managed by the Traffic and Mobility Division of Public Works. The fiber optic lines wiil provide additional bandwidth capacity for other city needs along these communications lines. Staff has completed its review ofthe contract documents and has determined that they are in order. Staff recommends that Lekos Electric, Inc. be awarded the contract. The funds to be used on this project are available in the Transportation Operating Fiscal Year 2014-15 budget. If approved, funds will be transferred from Transportation's operating budget in the General Fund to the Traffic Signal Program, CIP 6320, in the General Capital Construction Fund. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) - minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. FOR FARADAY AVENUE FIBER OPTIC INSTALLATION 5 " 6 7 8 9 WHEREAS, the City Council of Carlsbad, California has determined that it is necessary, desirable, and in the public's best interest to install fiber optic cable underground on Faraday Avenue between the city building at 1635 Faraday Ave. and intercepting existing conduit placed in .|Q the tunnel casing ofthe Carlsbad Desalination Conveyance Pipeline just east of El Camino Real; and 11 WHEREAS, on November 18, 2014, the City Council ofthe City of Carlsbad approved plans ^2 forthe traffic signal communication network; and 13 WHEREAS, five (5) sealed bids were received on April 20, 2015, by the City of Carlsbad for 14 the Faraday Avenue Fiber Optics Improvement Project, Contract No 40501; and 15 WHEREAS, the lowest responsive and responsible bid to construct said project was 17 submitted by Lekos Electric, Inc. in the amount of $183,800; and 18 WHEREAS, there are sufficient funds available in the Transportation Operating Budget to 19 complete the project; and 20 WHEREAS, subsection 3.28.040(C)(5) of the Carlsbad Municipal Code authorizes the 21 City Manager to approve change orders in the amount equal to the contingency set at the time of 22 22 project award. 24 NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Carlsbad, California, 25 as follows: 26 27 28 EXHIBIT 1 1 1. That the low bid of $183,800 submitted by Lekos Electric, Inc. for the construction 3 ofthe Faraday Avenue Fiber Optics Improvement Project, Contract No. 40501 is accepted and the 4 Mayor is hereby authorized to execute a contract for this project. 5 3. That the City Manager is hereby authorized to approve construction change 6 7 orders up to $27,570. 8 4. That the award of this contract is contingent upon the bidder submitting the ^ lowest responsible bid executing the required contract and submitting the required bonds and 10 insurance policies, as described in the contract, within twenty (20) days of adoption of this 11 resolution.
