Dear Carlsbad City Council Members,
I have two concerns that I wish to bring to your attention:
1. As an anesthesiologist, I have a very high stress job, frequently caring for members of our north
county community who have been injured or become ill. One of my stress relief mechanisms is
sports shooting, an age old sport of shooting pistols, rifles, shotguns, etc in a competitive·
fashion. No, I'm not a hunter.
For years now, I've been going to Oceanside to shoot at one of their facilities and more recently
Poway. So when I learned that a local business wanted to open a range here in Carlsbad, I was
excited to have a safe, clean, local facility that would enable me to support my city by keeping some
of my tax dollars local. You can imagine that I was disappointed when the Planning Commission
turned their back on this local opportunity.
It is my understanding that this issue will now come before the City Council. If I can make this
meeting, I will, but my responsibilities to our community frequently conflict with the City Council
meetings. I am therefore encouraging you to support sport shooters such as myself and move
forward with approving a new range for those who wish to use it. If you can not support a range, I
would like to know what specific obstacles you would like to see resolved, before moving forward.
2. Like many of you, I'm troubled by the anti-police attitudes that seem to be becoming more
prevalent in our country. I am therefore concerned that on several occasions, I have seen motorcycle
police, in my neighborhood, and my adjacent neighborhood, using radar guns to monitor speed,
basically as people are pulling out of their driveways. I actually approached an office recently, who
completely dismissed my concerns.
My thoughts are very basic. How does giving people a speeding ticket in their own neighborhood,
engender positive feelings towards the police? The answer is that it doesn't. Rather, some of my
neighbors have inevitably received tickets then gone to work and had nothing positive to say about
the police, as people frequently displace blame. NOW I'M NOT SUPPORTING SPEEDING or unsafe
travel in our neighbors. Rather, I'm saying if this is a problem, then we have a great opportunity for
police to get out of their cars, off their motorcycles, and walk these neighborhoods to express these
concerns, face-to-face.

Dear Commissioners:
As a resident of Carlsbad, I am requesting that you please approve the appeal of the Carlsbad
Planning Department's decision that a controlled indoor shooting range cannot be considered a
recreational use. I as well as many others consider shooting at an indoor range as a recreational
opportunity that is currently lacking in Carlsbad. It is our understanding that if an indoor
shooting range was classified as a recreational use it would be permitted subject to administrative
approval of a Minor Conditional Use Pennit in the P-M Zone. It is disappointing to me that staff
can find that an ice skating rink, children's swimming facility and indoor go kart track can be
considered as recreational facilities while an indoor shooting range cannot be considered a
recreational facility.
I do not ice skate or drive go-carts, but I do enjoy recreational shooting. I have enjoyed
recreational shooting for many years and would appreciate having a high quality facility in
Carlsbad. An indoor range would offer a recreational opportunity that currently does not exist in
Carlsbad.
I respectfully request that you uphold the appeal of staffs position and make the determination
that in indoor shooting range is recreational use, which would be allowable at 2717 Loker
Avenue in Carlsbad's PM zone subject to approval of a Minor Conditional Use Permit.

Gunther Guns Shooting Facility in Carlsbad
Mayor and Council Members:
I am writing to urge you to support the appeal by Gunther Guns to build a recreational indoor shooting
range in Carlsbad.
I have enjoyed the recreational target shooting sports for over 50 years and currently visit the indoor
shooting range in Oceanside almost every week. I believe strongly that the shooting sports are
"recreational" activities enjoyed by millions of Americans both young and old. I would welcome the
opportunity to use an indoor shooting range in Carlsbad and I am confident that tl)e Gunther family
would operate a safe, successful, and first class shooting facility.
Again, I ask that you support the appeal by Gunther Guns to build the indoor shooting range that will
certainly be viewed as valuable asset to the City of Carlsbad.

I ask that you uphold the decision made by the City Planner and the Planning Commission to deny
the Gunther Guns request for an indoor recreational shooting range. The council•s prior-and ill-
advised -decision to allow Gunther Gifts to sell guns has opened the door for this type of
request. While most gun-owners may be responsible, Carlsbad is a city that has experienced first-
hand the danger of guns in the hands of the irresponsible (Kelly School). Carlsbad does not have to
embrace or promote a culture of guns.

Good afternoon Mayor Matt Hall, and Council members Keith Blackburn, Lorraine Wood, Dr. Mark

I am writing this email to show my support for Gunther's Guns to open an indoor shooting range at
their facility at 2717 Loker Avenue West in Carlsbad. I believe that a shooting range is a recreational
facility. One goes to a shooting range to practice the skill of shooting targets. This practice can
sharpen skills used in shooting competitions from the boy scouts, to the professional shooting
competitions and to legally hunt animals safely, . It can also sharpen the skill of being able to defend
ones self and family during a home invasion, or other criminal attack against law abiding citizens. Its
approval should be treated no different than an archery range, batting cage, tennis court, or martial
arts dojo. It is no more or less hazardous to the employees and customers than the shooting range in
Oceanside, and the Carlsbad city range for police, and other ranges in the county. If those ranges
are safe and approved for use then so should this range approval for Gunthers.
I ask you to approve the range for Gunthers at the above mentioned facility. Further more, since a
majority vote is required to deny an appeal, the 3-3 tie vote on Gunthers req uest for an appeal means
that Gunthers should be allowed to proceed with their appeal. Please approve their appeal, and
approve the range.

I am a native San Diegan, born here during the Korean war (Fallbrook).
I am a recreationa l gun owner, i.e. I shoot for the sport of learning the skill, and accuracy, etc. I do not hunt or kill living
things.
Currently I live in Carlsbad, but have to drive to Oceanside to a shooting range there.
Why must I spend money in another town and drive that distance when the science of how a shooting range must be
constructed is well understood and safe?
Carlsbad can use all the income from businesses it can get, I've seen our city grow, and it keeps growing.
I cannot believe that adding a shooting range to an industrial park could cause any issues.

The article states that more than 200 people showed up at your Planning Commission meeting in support of
this new recreational facility. I would urge the Council to visit the new Poway range on Danielson Street to
determine first hand how an indoor range operates. Talk to visitors and neighboring businesses.
Unfortunately, the Council split on their decision, but the City Council should have all their information before
deciding to approve or disapprove the Gunther's request.
