RECOMMENDED ACTION:
Adopt Resolution No. 2015-116 authorizing application for a Library Services and
Technology Act (LSTA) grant of $5,000 through the California State Library, and authorizing the
Administrative Services Director to appropriate any funds received (Exhibit 1) in accordance with the
grant.
ITEM EXPLANATION:
Earlier this year, the California State Library and Infopeople awarded an opportunity to participate in the
seventh Eureka! Leadership Institute to city of Carlsbad Lead Librarian Erin Zocco. Eureka! Fellows
participate in an intensive six-day leadership training program for California library staff. The program is
offered annually to 32 professional librarians who exhibit leadership potential and are willing to share
with others their enthusiasm, optimism, and vision for future library services.
A component of the Leadership Institute is to develop and submit an LSTA grant application for a small
award that will support the implementation of a year-long project. The Library & Cultural Arts
Department is pleased to request City Council support for the project grant application prepared by
Ms. Zocco, MOVE: Mind, Body, Spirit (Exhibit 2). The project meets the requirements for representing a
nexus of community needs and the individual passions and experience of the Eureka! Fellow.
The project goal is to increase health education and literacy for adults ages 50 and older by partnering
with other agencies to provide cutting edge research and information through a series of 11 special
workshops. Participants will learn from experts about the latest in brain research, stress management,
nutrition and mindfulness. Presenters will deliver hands-on activities to actively engage participants and
show them how to use the knowledge they've gained to make healthier lifestyle choices. Program
activities will coincide with reopening of library facilities after major renovations in fiscal year 2015-16.
FISCAL IMPACT:
Any grant award will be used for presenters, supplies, marketing, and purchase of collection materials
related to the project focus areas of brain health, mindfulness, nutrition, stress and physical fitness.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the
meaning of CEQA, and therefore does not require environmental review.

ELEMENT 2: PROJECT BACKGROUND AND SUMMARY (please see application instructions for additional

Describe how this project was identified as a need, how it relates to your library's strategic plan, what will be accomplished if
this project is implemented, and how you will know whether your project is successful. Summary should relate to activities in
the timeline (Element 4) and include statistical info to support the project. Limit to one page and use 12 point font.
The U.S. 50+ population is over 101 million and expected to grow to 113 million by 2018. According to AARP and research analysts
Parks Associates, "Healthy living needs of consumers ages 50 and older are not being met." In this demographic 38 million are obese
and a third of adults 65 and older engage in no physical activity. Studies suggest that by the age of 60 most people suffer a decline in
their cognitive skills. The US Census Bureau reports that only 20% of adults 45-64 and 13% of65-74 engage in physical fitness
activities.
The City of Carlsbad has nearly 107,000 residents with approximately 34% over the age of 50. BW Research, an independent research
firm, surveyed 646 community members age 50 and older. The needs assessment found that many adults felt that the age segments
served by existing programming did not align with community demographics. Overall 51% wanted more information on staying
healthy with age, and 49% wanted more on maintaining brain health. Thirty-six percent were very interested in health-related lectures
and programs, and 28% in physical fitness.
The project manager conducted a focus group of 8 Carlsbad residents 50 to 65. Participants expressed interest in the latest on brain
research, quality of life issues, health care, and physical activities. They requested access to experts through presentations and
workshops. The project manager also conducted an online user survey to determine programming interests which had 174 respondents.
The percentage of participants that stated they were highly likely or likely to attend programs on these topics are as follows; nutrition
60%, physical fitness 55%, brain health 50%, brain games 50%, stress management 43%, mindfulness 41%.
The city's strategic plan promotes active lifestyles and community health while also supporting comprehensive education and lifelong
learning opportunities. The Library's strategic directions present the organization as an active leader and partner with other agencies in
education. This project's goal is to increase health education and literacy for adults 50+ by partnering with other agencies to leverage
their assets and areas of expertise. It will capitalize on plans to modernize and renovate the Library's two largest facilities, by
scheduling a series of special programs to coincide with the reopening of the facilities.
In partnership with Scripps Health, Carlsbad Parks and Recreation, Urban Fresh Delivery, Beach City Smoothies, Nektar Juice, Anti-
Aging Games, Donna Wolf and Dr. Erik Conklin the Carlsbad City Library will provide eleven presentations and workshops for
community members to participate in MOVE: Mind, Body, Spirit. Participants will learn from experts about the latest in brain
research, stress management, nutrition and mindfulness. Workshops will deliver hands-on activities to actively engage participants and
use the knowledge they've gained to make healthier lifestyle choices. These workshops include brain games, tai chi, yoga, mindfulness
meditation, and computer classes to obtain quality health information. Outcomes will be measured through self-identifying pre and
post assessment.

The Carlsbad City Libraiy will provide presentations from expert speakers, hands-on workshops and collection development in
print and digital formats to increase health literacy and education for adults 50+. This project will increase participants'
understanding of the importance of cognition, nutrition, stress, and physical fitness. In addition, participants will develop the
necessary skills to improve their quality of life as they age with healthy habits.

Carlsbad has affirmed its' Community Values which embraces access to "active, healthy lifestyles" and for which the Carlsbad
City Library is committed to support through its' programs and services. Therefore this project, should it prove successful, along
with continued development of community partnerships will continue to be sustainable.
Activity Information. Activities are action(s) through which the intent or objective of a project are accomplished. Four
activity types have been identified, each with select methods to help you describe how you will carry out this project. Any
activity type must account for at least 10% of the total amount of resources committed to the project.

Description: A total of 11 presentations and programs will be offered in person to the community through the Carlsbad City
Library. Five presentations by expert speakers will be given in the areas of brain research, stress management, nutrition and
mindfulness. Six programs will be held for participants to engage in brain games, physical fitness activities, mindfulness
meditation, nutrition applications, and computer class on finding quality health information. Additionally, in partnership with
Anti-Aging Games, virtual brain games will be available for three months for to the community.

Description: The project manager will select and order print books, CDs, eBooks, eAudiobooks and DVDs to add to the Library's
collection in the topics of mindfulness, brain research, stress management and nutrition. Selection will be based on professional
joumal reviews and recommendations.

Description: The project manager, Lead Librarian, will devote 225 hours at $35.97 an hour, five hours a week during the program as
well as five hours a week in preparation for programs equaling $8093.25. Hourly Librarians at $23 FTE an hour will dedicate 40 hours
to assist in programming needs totaling $920. The Community Relations Manager will devote five hours of time at $38.46 an hour and
graphics staff will contribute seven hours of time at $30.20 an hour totaling $403.70. Recreation Area Manager, with Parks and

Description: Neuroscience specialists from Scripps Health will conduct two presentations, on brain health and stress management, for
in-kind donations of $500. Nutrition expert Donna Wolf, RDN, CLT will provide two presentations and a demonstration workshop,
donating $250 in kind. Workshop includes a healthy cooking demonstration, food samples and recipes. Dr. Erik Conklin, of Stanford
University's Compassion Cuhivation Training (CCT), will donate $600 in kind for a presentation on the health benefits of a mindful
life and a workshop on mindfulness activities. The physical fitness instructors, contracted through Carlsbad City's Parks and Recreation
Department, will host a tai chi and yoga workshop. The Library and Parks and Recreation will share health resources that are offered to
the community. Spice of Life will display a Farmer's Market booth with green smoothies, fruit, vegetables and recipes to take home,
donating $500 in kind. Urban Fresh Deliveries will offer smoothies, nroduce and the onnortunitv to sign UP for produce home delivery.

and cognition. The Library will pay participant fees, $15 for 30 people, for the ingredients and samples used in the nutrition
demonstration totaling $450 as well as the printing fees for fliers, handouts and recipes at $4 per person totaling $120. $65 will be

ELEMENT 7: INTERNET CERTIFICATION FOR APPLICANT PUBLIC LIDRARIES FY 2015/16

As the duly authorized representative of the applicant public library, public elementary school library or public secondary school library
applying for LST A funding, I hereby certify that the library is (check only one of the following boxes)
A. 0 An individual applicant that is CIPA compliant.
The applicant library, as a public library, a public elementary school library or public secondary school library, has
complied with the requirements of Section 9134(f)(1) of the Library Services and Technology Act.
B. 0 Representing a group of applicants. Those applicants that are subject to CIPA requirements have certified they are
CIPA compliant.
All public libraries, public elementary school libraries, and public secondary school libraries, participating in the application
have complied with the requirements of Section 9134(f)(l) ofthe Library Services and Technology Act. The library
submitting this application has collected Internet Safety Certifications from all other applicants who are subject to CIPA
requirements. The library will keep these certifications on file with other application materials, and if awarded funds, with
other project records.
C. ~ Not Subject to CIPA Requirements.
The CIPA requirements do not apply because no funds made available under this LSTA grant program will be used to
purchase computers used to access the Internet or to pay for direct costs associated with accessing the Internet.
