LIMIT ZONING ON CADENCIA STREET CITY ATTY. DEPT. PW-TRAN CITY MGR. RECOMMENDED ACTION: Introduce Ordinance No. CS-275 to modify the limits of the existing 40 mile per hour speed zone on Cadencia Street. ITEM EXPLANATION: Cadencia Street is located in the southeast quadrant of the city. The roadway functions both as a local street and a residential collector. North of La Costa Avenue, the roadway provides a through -street connection to Rancho Santa Fe Road via Camino Junipero. The existing 40 mile per hour speed zone on Cadencia Street was established from La Costa Avenue to 500 feet west of Perdiz Street in 1988 and is currently supported by a valid Engineering and Traffic Survey dated June 5, 2012. The California Vehicle Code allows the establishment of a 25 mile per hour prima facie speed limit on roadways that meet the definition of "Residence District". The portion of Cadencia Street between La Costa Avenue and Del Rey Avenue meets this requirement and can be posted at 25 miles per hour. The Traffic Safety Commission, at their meeting on Nov. 3, 2014, recommended by a 4-0 vote that the southerly Limit of the 40 mph speed zone on Cadencia Street be modified and terminate at Del Rey Avenue due to single-family residences south of that point. The section of Cadencia Street from La Costa Avenue to Del Rey Avenue will be posted at 25 miles per hour and does not require an Engineering and Traffic Survey per the "Residence District" definition in the California Vehicle Code. This will help address concerns expressed by residents on this portion of Cadencia Street regarding high vehicle speeds. The "Residence District" definition also applies to the portion of Cadencia Street between Rancho Santa Fe Road and 500 feet west of Perdiz Street and no Engineering and Traffic Survey is required to justify the posted 25 mile per hour speed limit on this portion of Cadencia Street. The ordinance will be modified accordingly. FISCAL IMPACT: The installation of two new 25 mile per hour signs will cost approximately $400. Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the revision of Section 10.44.200 to read as follows: "10.44.200 Cadencia Street: a. Upon Cadencia Street from Del Rey Avenue northerly to a point five hundred feet west of Perdiz Street, the prima facie speed limit shall be forty miles per hour.
