RECOMMENDED ACTION:
Receive and file report on 1-5 Express Lanes and 1-5/SR 78 Interchange Projects.
ITEM EXPLANATION:
Both 1-5 Express Lanes and 1-5/SR 78 Interchange projects are included in the Transnet North Coast
Corridor (NCC) Program. This program represents more than $6 billion investment over next 30
years. Three primary focus areas of NCC Program are: 1-5 Express Lanes and interchanges, coastal
rail and transit enhancements, and environmental protection and coastal access. The NCC Program
was approved by California Coastal Commission on Aug. 13, 2014. Work on Phase 1 of the NCC
Program will begin in late 2015.
The 1-5 Express Lanes Project includes addition of 2 Express Lanes in each direction on 1-5 from La
Jolla Village Drive in San Diego to Harbor Drive in Oceanside. The Final EIR/EIS for 1-5 Express Lanes
Project was approved by Caltrans on Oct. 23, 2013. The first phase of 1-5 Express Lanes project
includes addition of 1 HOV /Carpool lane in each direction from Manchester Ave to SR 78. This
project is expected to begin construction in late 2015 and continue into 2018. Caltrans will be
working on implementation of sound walls as result of the traffic noise study included in the EIR for
the 1-5 Express Lanes project.
Currently in the early planning phase, Caltrans is evaluating concepts for proposed improvements
to the 1-5/SR 78 Interchange. Potential improvements being studied include: direct freeway to
freeway connectors from westbound SR 78 and southbound 1-5 and direct connectors to HOV lanes.
Caltrans will be starting the EIR/EIS process in Summer 2015. This project is only funded for design
and environmental studies and not funded for construction. The SANDAG Regional Transportation
Plan (RTP) has this project targeted for 2030 timeframe.
Caltrans staff will be presenting a report on the current status of both the 1-5 Express Lanes and 1-
5/SR 78 Interchange improvement projects.

FISCAL IMPACT:
There is no fiscal impact associated with the staff report.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within
the meaning of CEQA in that it has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.
PUBLIC NOTIFICATION:
None required.
