RECOMMENDED ACTION: Adopt Resolution No. 2015-153 appropriating $50,000 to prepare feasibility studies for a new Fire Station 2 and return to Council with a report and recommended action. ITEM EXPLANATION: In May of 2015 staff presented to Council the current challenges and replacement needs of Fire Station 2. Council then directed staff to explore alternatives for the replacement of Fire Station 2. Six alternatives were initially identified, and narrowed down to two viable options to stay in compliance with the City's Growth Management Plan. Either Fire Station 2 could be rebuilt on the existing site or the city could acquire property and build a new station. Two vacant properties were identified that comply with the Growth Management Plan, and are located in close proximity to the current Fire Station 2. All options will require a public vote pursuant to Proposition H. The existing lot presents challenges in yielding the square footage necessary for a modern fire station. Staff recommends retaining an architect to evaluate the feasibility of constructing a new building at the existing site of Fire Station 2; as well as design and building options for the two alternative locations. The feasibility studies will include cost estimates for land acquisition and construction costs. Staff is requesting authority to retain an architect to evaluate the feasibility of constructing a new modern fire station at the existing site, including a preliminary cost estimate. The authority to order an appraisal of the proposed alternative locations and explore options to secure property pending the outcome of the ballot measure as required by Proposition H. FISCAL IMPACT: The fiscal impact of the feasibility studies, cost of appraisals, and performing other "due diligence" is estimated to be $50,000. There are no identified funding sources to rebuild on the existing site or to acquire property and build a new fire station. The likely source of funding would be the General Capital Construction (GCC) Fund, which would fall under the limitations imposed by Proposition H. Staff recommends initially funding the "due diligence" for a new Fire Station No. 2 project (Project 4060-1) with the GCC Fund as it falls below the Proposition H one million dollar threshold. Should the limitations imposed by Proposition H be resolved through a ballot measure, the project is already in place. Sufficient funds exist in the GCC Fund for this request. Council then directed staff to explore alternate locations as well as the feasibility of rebuilding the fire station on the existing site; and WHEREAS, Fire Station 2 can either be rebuilt on the existing site or the city could acquire property and build a new station; and WHEREAS, an architect will provide feasibility studies for the existing site of Fire Station 2, as well as design and building options for two alternative locations; WHEREAS, the costs of feasibility studies, appraisals, and performing other required due diligence is estimated at $50,000; and WHEREAS, staff has identified the General Capital Construction (GCC) Fund as a source of funding to pay for these costs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows that: 1. The above recitations are true and correct. 2. The Council authorizes the city manager to enter into an agreement with an architect to prepare feasibility studies for the existing site of Fire Station 2, as well as design and building options for two alternative locations. 3 3. The Council authorizes staff to order an appraisal for each of the proposed alternative locations and explore options to acquire one or both properties pending the outcome of the public vote required pursuant to Proposition H. 4.
