CED APPROVAL OF AN EXTENSION AND AMENDMENT TO THE AGREEMENT FOR MANAGEMENT SERVICES FOR INTERFAITH COMMUNITY SERVICES TO OPERATE THE CARLSBAD HIRING CENTER CITY MANAGER ^ RECOMMENDED ACTION: Adopt Resolution No. 2015-195 authorizing the City Manager to execute an extension and amendment ofthe second year ofthe Management Services contract for Interfaith Community Services to manage the day-to-day operations ofthe Carlsbad Hiring Center with some revisions to the scope of work and contract amount. ITEM EXPLANATION: In September of 2014, the City entered into a professional services agreement with Interfaith Community Services (Contractor) to assume management services and responsibilities for the Carlsbad Hiring Center and its day-to-day operations. The organization has satisfactorily performed and executed all tasks, duties and reporting responsibilities for the clients served under the first year of the contract. The City of Carlsbad would like to extend the professional services agreement for an additional year as well as modify the scope of responsibilities for Interfaith and increase the contract amount to cover the expanded costs. Additional funding was approved by the City Council to expand Interfaith's responsibilities and to cover other operational costs for the Hiring Center in the FY 2015-16 budget. The amendment to the agreement is provided as Exhibit 2, and the summary ofthe scope ofthe amendment and fiscal impact are noted below. FISCAL IMPACT: The contract agreement for FY 2015-2016 is $114,587, an increase of 22 percent from FY 2014-2015. The additional funding will allow for, but not limited to, the following: additional employment related services and programming, oversee the daily operation and management services associated with the site, lease a new portable facility with indoor restrooms for the operators and clients. The adopted Hiring Center (001-2520) operating budget has sufficient funds to absorb the increase and no further impact on the General Fund is anticipated. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. RECITALS A. The Agreement, as amended from time to time, expired on June 30, 2015 and Contractor continued to work on the services specified therein without the benefit of an agreement; and C. The retroactive extension and amendment of the Agreement is ratified. 2. In addition to those services contained in the Agreement, as may have been amended from time to time, Contractor will provide those services described in Exhibit "A". With this ratification to extend and amend, the total annual Agreement amount shall not exceed one hundred fourteen thousand five hundred eighty-seven dollars ($114,587). 3. City will pay Contractor for all work associated with those services described in Exhibit "A" on a time and materials basis not-to-exceed one hundred fourteen thousand five hundred eighty-seven dollars ($114,587). Contractor will provide City, on a monthly basis, copies of invoices sufficiently detailed to include hours performed, hourly rates, and related activities and costs for approval by City. 4. Contractor will complete all work described in Exhibit "A" by June 30, 2016. 5. The Contractor shall, at a minimum, be required to provide the following scope of services during the one year term of the agreement for the not to exceed amount of $114,587. A. Operate the Carlsbad Hiring Center (physical facility) on a six day per week basis, Monday through Saturday from 7 a.m. to 12 p.m. (All holidays obsen/ed by the City of Carlsbad may be excluded if desired by the Contractor.) B. Employment related services including: registration of job applicants and employers, job placement, job related referrals to other service providers, workshops for technology and additional educational services as it relates to job employment. C. Provide monthly reporting of statistical information pertaining to usage, placement and any demographic information requested by the City of Carlsbad. D. Verify eligibility for employment in the United States, for all persons requesting or obtaining employment services, and any other appropriate employment background checks. E. Oversee and manage daily operational costs as it relates to the Carlsbad Hiring Center. F. Provide appropriate office staff, with a minimum of two (2) placement specialists that possess bilingual language skills, for all hours of program operation. G. Assist the City of Carlsbad in distribution of public information materials related to the Carlsbad Hiring Center and associated services. H. Furnish all general office supplies, printing costs and postage associated with normal office and service operation for the Carlsbad Hiring Center. I.
