Approval of Resolution authorizing the Carlsbad Fire
Department to apply for the 2015 San Diego Gas and
Electric (SDG&E) SAFE San Diego Initiative Community
Emergency Response Team (CERT) Grant Program in the ~

Adoption of Resolution No. 2015-204 , authorizing the Carlsbad Fire Department to apply for the 2015 San
Diego Gas and Electric (SDG&E) SAFE San Diego Initiative Community Emergency Response Teams (CERT) grant
program.
ITEM EXPLANATION:
SDG&E announced a SAFE San Diego Initiative focused on emergency preparedness, and supporting safety
programs and services such as CERT. The City of Carlsbad has been invited to apply for this grant opportunity
(Exhibit 2). SDG&E is making up to $2,500 available to support local programs. Council previously approved
applying for a similar SDG&E grant program, Resolution 2014-179.
The Carlsbad Fire Department grant request is for $2,500. During the May 2014 Poinsettia Fire in Carlsbad, CERT
was activated to perform approximately ten functions. Half of these functions were performed outdoors, where
CERT members were exposed to high temperatures and direct sunlight for extended periods. Additional protective
gear was identified as a safety requirement during such operations. The grant funds will be used to purchase
protective gear, specifically broad-brimmed sun hats.
FISCAL IMPACT:
The SDG&E grant award of $2,500 represents one-time funds. Matching funds are not required. If awarded, the
SDG&E funds will be appropriated to the Fire Department Emergency Preparedness program in the General Fund.
ENVIRONMENTAL IMPACT:
Pursuant to Public Resources Code Section 21065, this grant application request does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment,
or a reasonably foreseeable indirect physical change in the environment, and therefore does not require
environmental review.

CALIFORNIA, AUTHORIZING THE CARLSBAD FIRE DEPARTMENT TO
APPLY FOR THE 2015 SAN DIEGO GAS AND ELECTRIC (SDG&E)

WHEREAS, San Diego Gas and Electric is accepting iapplications for their SAFE San Diego
Initiative supporting Community Emergency Response Team (CERT) programs; and
WHEREAS, the goal of this grant is to promote emergency preparedness and encourage
safety at home and in local neighborhoods; and
11 WHEREAS, it is the desire of Carlsbad Fire Department to participate in this program to
12 enhance emergency preparedness;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. The above recitations are true and correct.

2. That Council authorizes the submittal of this grant application.
18 3. That the Fire Chief, or Fire Chiefs designee, is authorized to execute all
1^ documentation associated with applying for grant funding from San Diego Gas and
Electric to enhance the City of Carlsbad's CERT emergency preparedness program.
4. That the Administrative Services Director is authorized to appropriate $2,500 to
the Fire Department Emergency Preparedness program in the General Fund if grant

Good Morning/Afternoon Community Safety Partners,
I am pleased to announce today's launch ofthe 2015 SDG&E SAFE San Diego Initiative. This Initiative provides
grant funding, by invitation, to non-profit organizations in the SDG&E service territory whose programs and
services support emergency preparedness and safety.
SDG&E is pleased to invite your organization to apply for a $2,500 SDG&E SAFE San Diego grant. Online grant
applications will be accepted through June 1 for support of emergency preparedness and safety programs
provided by the following types of organizations:
• First response volunteer agencies, such as the volunteer fire departments and volunteer law
enforcement organizations;
• Emergency response agencies including local Fire Safe Councils and Communitv Emergencv Response
Teams that provide disaster preparedness training, fire safety and/or disaster medical operations;
• Local charities that provide safety or disaster response support programs, resources, and/or education.
Organizations wishing to submit an application must complete a new online application for the 2015 SDG&E
SAFE San Diego Initiative by the June 1 deadline. (Extended. They understand Carlsbad's need to get Council
approval to apply.)
