ITEM EXPLANATION: The Poinsettia Lift Station is located on the north side of Poinsettia Lane east of Alicante Road. The lift station serves the sewer collection area generally south of Palomar Airport Road and east of El Camino Real. Construction of the existing lift station was completed in 1999. Currently, the lift station pumps an average of 0.5 million gallons of raw wastewater per day which is expected to increase to 0.72 million gallons per day at build out. The station has a peak flow capacity of 1,550 gallons per minute. The lift station is of adequate capacity to service the tributary boundary for the foreseeable future, including peak wet weather events. However, the station lacks redundancy components that would prevent a wastewater spill as a result of an emergency event where the station is incapacitated. This project includes the installation of an engine driven standby pump with automated controls and a buried prefabricated 15,000 gallon storage basin. The standby pump system essentially acts as a redundant pump station, activating in the event the existing station fails to operate. The project makes the lift station more robust and capable of responding during emergency events in order to prevent wastewater spills. Additional value will be provided with this project as the trailer mounted, engine driven pump has the flexibility to be relocated to serve three additional Carlsbad lift stations including Foxes Landing Lift Station, Cannon Road Lift Station and North Batiquitos Lift Station. Along with its application to respond to emergency events, the standby pump may be used for scheduled service and improvements at the lift stations when a pump bypass system is necessary. ENVIRONMENTAL IMPACT: The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) - Existing Facilities - operation, repair, maintenance or minor alteration to an existing sewer lift station.
