DEPT. 22,064 REQUEST FOR OUT-OF-STATE TRAVEL FOR ONE DEPf.DIRECTOR 8/25/15 DETECTIVE TO ATTEND INTERNET CRIMES CITY ATTY. POLICE/FIRE AGAINST CHILDREN INVESTIGATIVE TECHNIQUE CITY MGR. RECOMMENDED ACTION: TRAINING AND FOR THE POLICE CHIEF TO ATTEND THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE CONFERENCE Adopt Resolution No. 2015-215 authorizing out-of-state travel for one police detective to attend Internet Crimes Against Children Investigative Technique training in Phoenix, Arizona from October 26 to 30, 2015. Adopt Resolution No. 2015-216 authorizing out-of-state travel the police chief to attend the International Association of Chiefs of Police conference in Chicago, Illinois from October 24 to 27, 2015. ITEM EXPLANATION: The ICAC Investigative Techniques course provides investigators with an understanding of investigative techniques which conform to a set of national standards in the area of internet crimes against children. The training includes instruction on identifying subjects who may be exploiting children, responding to computer crime scenes, legal issues around these investigations, and strategies to corroborate investigations. The International Association of Chiefs of Police conference is an annual event where law enforcement leaders share experiences, exchange best practices, learn about emerging issues and view the latest technologies in law enforcement services. FISCAL IMPACT: The cost to attend the Internet Crimes Against Children Investigative Techniques training is approximately $2,582, including travel, lodging, per diem and incidental expenses. Carlsbad Police Department is a member of the San Diego Internet Crimes Against Children Task Force, who has a grant from the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention to enforce laws regarding internet crimes against children. This training is funded by the grant. The City of Carlsbad will not incur any costs as a member of the task force. The cost to attend the International Association of Chiefs of Police conference is about $2,000. The cost includes conference registration, airfare, hotel and per diem.
