RECOMMENDED ACTION:
That the City Council approve Resolution No. 2015-231 and approve the FY 2014-2015 Consolidated
Annual Performance and Evaluation Report for the CDBG Program.
ITEM EXPLANATION:
As required by federal regulations for the Community Development Block Grant (CDBG) Program, staff
has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) for submission to the
United States Department of Housing and Urban Development (HUD). The period covered by this CAPER
is July 1, 2014 to June 30, 2015. The purpose of the CAPER is to 1) report on the progress in carrying out
the Consolidated Plan Annual Strategy; and 2) assess the City of Carlsbad's annual performance in
relationship to meeting the city's overall CDBG priorities.
The City of Carlsbad's CDBG Program continues to make program towards meeting National Objectives
established by Congress and local objectives approved by the Carlsbad City Council as part of Carlsbad's
Annual Consolidated Plan. Perthe PR26federal report, approximately $677,721 in CDBG funds have been
expended during the FY 2014-2015 program year to assist programs and projects that provide services to
lower income Carlsbad residents. A total of 12 non-profit public service providers received grants to assist
in the funding of operational costs. Funds were also used to execute the Barrio Lighting Assessment to
help improve and enhance the quality of life for residents ofthat neighborhood.
The City of Carlsbad is required to make the CAPER available to the public for review and comment.
Copies ofthe report are available at various city facilities as well as on the city's website. A notice was
published in the local newspaper on Saturday, September 1 announcing the fifteen day public review and
comment period, which ended on September 15, 2015.
FISCAL IMPACT:
This report states CDBG program accomplishments in FY 2014-2015. There is no fiscal impact from
approving the CAPER for submission to HUD.

ENVIRONMENTAL IMPACT:
Approval of the city's CAPER is exempt from the California Environmental Quality Act. Pursuant to CEQA
Guidelines Section 15061(b)(3), "...CEQA applies only to projects which have the potential for causing a
significant effect on the environment. Where it can be seen with certainty that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not subject to
CEQA." This action would not authorize, permit or guarantee the construction of any project that would
have a significant environmental effect nor commit the City of Carlsbad to approve any such project.

g The City Council of the City of Carlsbad, California, does hereby resolve as follows:
7 WHEREAS, the City of Carlsbad is a recipient of federal Community Development
8 Block Grant (CDBG) funds administered by the United States Department of Housing and Urban
Development (HUD); and
WHEREAS, a Consolidated Annual Performance and Evaluation Report is required
by HUD for review ofthe city's performance in carrying out its Annual Strategy and in relationship
to meeting the city's overall five year priorities and strategies for housing and community

development; and
15 WHEREAS, the City Council of the City of Carlsbad has considered the city's 2014-
16 2015 Consolidated Annual Performance and Evaluation Report for the Community Development
Block Grant Program; and
WHEREAS, the City Council has taken all testimony into account.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

I. EXECUTIVE SUMMARY
This Consolidated Annual Performance and Evaluation Report (CAPER) provides information on the City
of Carlsbad's final year of progress towards meeting objectives established in the city's 2010-2015
Consolidated Plan. The city received an annual CDBG allocation of $484,303 for the 2014-2015 Program
Year. Approximately $677,721 in CDBG funds were expended during the 2014-15 program year.
During the 2014-15 year, organizations providing programs assisted with CDBG funds were able to
provide services to the following:
A total of 36,718 homeless or near homeless persons received temporary shelter or support services.
A total of 845 young people received assistance from after school programs and 3,011 seniors were
assisted with food boxes or the delivery of meals to their homes.
Funds were also provided to assist in a Lighting Assessment Study for safety improvement in the Barrio
Area for Carlsbad residents.
The city assisted approximately 545 households per month through the Section 8 rental voucher
program and provided funding to the CSA San Diego County (fair housing provider) to help it assist a
total of 1,721 households, specifically 87 Carlsbad households, resolve their fair housing disputes. To
further address fair housing, the city partnered with the CSA San Diego to host a fair housing workshop
on April 30, 2015 at the Carlsbad Senior Center (799 Pine Avenue, Carlsbad, CA) for tenants, property
owners and residential property managers.

NOTICE FOR PUBLIC REVIEW AND SOLICITATION OF COMMENTS ON
CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT FOR 2014-
2015 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
As a recipient offederal Community Development Block Grant (CDBG) funds, the City
of Carlsbad is required to prepare a Consolidated Annual Performance and Evalua-
tion Report (CAPER) for submission to the U.S. Department of Housing and Urban
Development (HUD). The CAPER reports on all housing and non-housing community
development assistance allocated by the City of Carlsbad for FY 2014-2015.
The residents of Carlsbad and other interested parties are hereby notified that the
City of Carlsbad will be accepting comments on the CAPER. The City of Carlsbad's
CAPER will be available for public review and comment from September 1 to Sep-
tember 15, 2015. Copies of the CAPER are available for review at the two city libraries (177~ Dove Lane and 1250 Carlsbad Village Drive), the Housing and Neighborhood
Servoces Department, 1200 Carlsbad Village Drive, and the city's website at www.carlsbadca.gov.
The Carlsbad City Council will consider the Item for approval on September 22, 2015,
at 6 p.m., in the Council Chamber located at 1200 Carlsbad Village Drive, Carlsbad to
approve the final document for submission to HUD. All interested persons are en-
courage to submit written comments on the CAPER on or before, Friday, September
18,2015, to the Housing and Neighborhood Services Department, 1200 Carlsbad
